Description

The Civil Exploration, Energy, and Environment Portfolio at Leidos currently has an opening for an Environmental Geographic Information Systems (GIS) Application Builder.

The successful candidate will support the design of web mapping applications to facilitate the presentation of geospatial data, decision factors, environmental investigation data and associated reports to aid stakeholders in managing the environmental programs at government facilities. As an Environmental GIS Application Builder, the successful candidate will develop, publish, symbolize geospatial data and mapping services, design custom web applications to present published mapping services and integrate structured and unstructured data sources. The successful candidate will leverage ESRI App Builders as well as ESRI ArcGIS SDKs to deliver customized application solutions. The successful candidate's work products will aid Leidos in planning and execution of environmental investigation and remediation projects including data management, processing, and analysis; Quality Assurance (QA)/Quality Control (QC); geospatial modeling; and project report preparation and map production workflows.

The Environmental Geographic Information Systems (GIS) Application Builder will work independently with Leidos Project Managers and Senior Staff and interface with multiple Leidos offices and subcontractors. Applicants should demonstrate excellent written and verbal communication skills and be comfortable working in a team environment with internal and external stakeholders. Strong organizational skills are essential.

Environmental Geographic Information Systems (GIS) Application Builder responsibilities:
• Integrate data from varied sources into standardized geodatabases in commercial GIS tools. Data preparation may include an examination of the data to assure completeness and to identify and correct data outliers and results that do not conform to database specifications or meet project data requirements.
• Integrate data from various local, state, and federal governmental agencies with data from laboratory, field, and historical sources to create completely georeferenced data files in ArcGIS, populate metadata, and maintain current accurate geospatial data on internal project databases.
• Support the development and implementation of innovative data integration and geospatial modeling techniques including the testing, verification, and validation of integration workflows.
• Prepare data documentation and descriptions of data integration methods and requirements.
• Develop, publish, and customize mapping services and applications to display and facilitate the analysis of geospatial data.
• Design and document GIS application functionality to meet stakeholder requirements.
• Develop custom GIS application programming to facilitate data integration, display, and analysis.
• Collaborate with existing GIS, AutoCAD, and non-geospatial staff members across the company.

Qualifications:
• Bachelor's degree in environmental science, geographic information systems (GIS), or related scientific discipline with 4+ years of directly related work experience or a Masters with 2+ years of relevant experience.
• Strong data management and geospatial analysis skills.
• Experience using ESRI ArcPro software to produce maps and mapping services depicting sampling locations, environmental data, analytical results, and other relative information related to field activities, environmental reporting, and hazard analysis.
• Proficient with ESRI App Builders and the ArcGIS Maps SDK for JavaScript.
• Experience with Federal Geographic Data Committee (FGDC) and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) data standards
• Experience with developing, modifying, maintaining application code.
• Proficient in Microsoft Office Programs (i.e. Word, Excel, etc.)
• The position requires the ability to communicate technical information orally and in writing.
• Must possess excellent organizational skills and the ability thrive in a team atmosphere including the ability to effectively communicate and work with all levels of employees.

Preferred Qualifications:

• Experience with the development and implementation of IT systems that are in compliance with Government and corporate network and data security requirements and Risk Management Framework (RMF) requirements is a plus.
• Experience with the Earthsoft EQuIS REST API, developing and publishing custom user reports in EQuIS.
• Experience with ArcGIS Server, Portal for ArcGIS, ArcGIS Online.
• Experience training field personnel on the effective use of GPS survey equipment, techniques, and data processing procedures to ensure data accuracy during collection and throughout analysis processes including providing real time technical support for survey teams in the field.
• Experience with writing custom T-SQL statements to create, retrieve, update, delete, join, and aggregate data in structured data sets.
• Ability to pass background checks, obtain access to, and conduct work on, U.S. Government installations.

Pay Range:

Pay Range $63,700.00 - $115,150.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
