The Baseline Health Policy and Analysis contract within the Health Solutions Division at Leidos has a need for a Data Scientist/Data Analyst.

The individual selected for this position will work in support of the Defense Health Agency (DHA), Chief Data and Analytics Office (CDAO). This person will support performance-based decision making and execution through analysis, evaluation, data mining, data development, data quality application, and data reporting.

Primary Responsibilities:

  • Support data management tasks that deliver a complete view of Military Health System (MHS) health care data throughout the enterprise to the analytic community and MHS leadership.
  • Develop, apply, update, forecast, and teach Military Health System (MHS) information derived from Defense Health Agency (DHA) policy-driven measures and methodologies.
  • Develop, maintain, and teach various courses for data analysts from all levels of the MHS, i.e., what data is available to them and how to use the analytic tools provided by the MHS.
  • Become a Subject matter expert (SME) of data residing in MHS Data Repository (MDR), MHS Mart (M2), Redshift, and SQL Farm.
  • Perform high-level data extraction and analysis, statistical data modeling, and forecasting of all MHS data to include direct care, purchased care, DEERS, MEPRS financial and personnel, and DMHRSi. This includes healthcare data from legacy CHCS/AHLTA systems and MHS GENESIS.
  • Develop into a subject matter expert of data residing in MHS Data Repository (MDR), MHS Mart (M2), and HealtheAnalytics (HeA).
  • Attendance at and participation in required meetings in support of AED objectives.

KNOWLEDGE AND SKILLS:

  • Data analytical techniques to identify statistical relationships, interpret results, present data and identify recommendations.
  • Statistical programs (e.g. SAS, R) to link and integrate datasets and perform analyses and identify meaningful patterns.
  • SQL for data extraction and manipulation.
  • Principles, theories, concepts or techniques in the data analytics domain.
  • Statistical concepts, algorithms, querying and automated processes to extract, model, integrate, and evaluate complex datasets and business problems for practical application.
  • Identify and apply appropriate statistical methods to evaluate data.
  • Extract and analyze data to draw logical conclusions and provide efficient data presentation techniques regarding statistical analysis.
  • Conduct data reviews, data validation, and data quality actions.
  • Communicate effectively, orally and in writing, and establish and maintain cooperative working relationships with directors, government customers, CDAO staff, other data analysts, internal and external collaborators, other technical resources, etc.
  • Read, understand, and interpret technical health information.
  • Address somewhat complex data analytical issues/problems using internal best practice and through collaboration with colleagues.
  • Develop solutions to data analytics problems that require depth of technical knowledge but are typically intermediate in complexity; may require collaboration with other analytical SMEs.
  • Work independently on larger, moderately complex projects; may assist other analysts with tasks and assignments, including data quality tasks.
  • Manage multiple projects at once and reprioritize projects as necessary.

Basic Qualifications

  • Bachelors degree and 2-4 years of prior relevant experience or Masters degree with less than 2 years of prior relevant experience
  • Proficient SAS and SQL and/or R programmer
  • Proficient in Business Objects, Tableau, Excel, QlikView, or similar data visualization tools.
  • Proficient in Microsoft Office products, especially Excel, Word, and PowerPoint, with intermediate to advanced experience in Excel
  • Ability to multi-task
  • Ability to work independently and finish assigned projects, including fully documenting analytical and quality control processes
  • Excellent written and verbal communication skills
  • Must be a US citizen with the ability to obtain an IT/ADP II Public Trust clearance

Preferred Qualifications

  • Previous experience with Military Health
  • Knowledge of various MHS data repositories, i.e. DEERS, MHS GENESIS, MEPRS, MDR, M2, HeA
  • Knowledge of MHS data to include but not limited to CHCS/AHLTA, MHS GENESIS, MEPRS, DEERS, DHMRSi, etc.
  • Knowledge of MHS Direct Care and/or Purchased Care Data
  • Knowledge of TRICARE
  • Previous or current favorable clearance

Pay Range:

Pay Range $67,600.00 - $122,200.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
