Candidate must possess very strong background in project commercial and cost management, including core and shell, interiors, programming, and a good working technical & engineering knowledge of building codes and regulations. Candidate will support Regional D&C and Regional Management on the budgeting and cost management through the whole lifecycle of a project from feasibility studies, design, procurement, contracting, engineering, construction and financial closure to meet commercial objectives, technical & functional requirements. Regional Commercial Management head should ensure that management and design decisions are made with appropriate capital and expense inputs.
Aa an EMEA Regional D&C Commercial Management Head - VIce President in Global Real Estate department you will manage the procurement of a strategic, efficient, cost effective regional or country cost management consultant program that reflects the market nuances, the job nature and the project commercial objectives.You will be responsible to work with the D&C team and Legal teams to effectively draft and administer various Capital Works Contracts. The Contracts will provide a clear engagement framework with appropriate commercial terms and conditions to protect the Firms interests.

Job Responsibilities
- Develop and execute a strategic procurement program for cost consultant engagements and services across the region
- Key resource to the development of the capital plan for ongoing expense management plans in coordination with Finance
- Closely working with project team and consultants to develop the capital funding forecast for approval
- Work closely and provide professional advice with procurement, the D&C PMO and project management team in the procurement of construction and supply contracts
- Proactive management of cost consultants to ensure design change cost implications are priced, ACRs updated and with the PMO ensure proper approvals are secured
- Responsible for ensuring the project ACR is timely, factual and risk managed
- An active and thoughtful adviser in product/material selections and value engineering exercises
- Support global initiative on cost and planning metrics, progress reports, dashboard reporting, ACR database and metrics of actual space utilization/density
- Support the PMO office and Finance in achieving timely project financial closure
- Compilation of Contracts and commercial terms and conditions via appropriate forms of agreement to support the agreed delivery strategy for projects.
- Work with the Project teams to administer and negotiate the Contract and any subsequent disputes.
- Work with GRE Monitoring and Controls teams to ensure a transparent and robust Contracting framework is in place for all capital works.
Required qualifications, skills and capabilities
- Professional degree in construction, quantity surveying or engineering
- Extensive work experience in cost management working on corporate accounts and corporate interior work, with good regional experience and associated commercial management of Capital Works programmes.
- Strong leadership, organization, communication and relationship management skills to effectively solve problems and conflicts.
- Strong programming skills.
- Proficiency in Microsoft Office products (Word, Excel, PowerPoint and Project) and industry standard project management tools.
- Excellent oral and written presentation skills.
