Lead NOC Engineer

Infosys Public Services is seeking a Lead NOC Engineer to join our Washington, DC, Location team.

Position Description (scope of work or brief narrative):
The NOC Engineering Lead is responsible for the day-to-day Tier 2/3 support and operation management for the WAN/LAN. Serves as the primary escalation point for technical support of the network for internal and/or external customers and recommends and implements approved courses of action. Leads and coordinates the daily activities of the NOC team, providing 12-hour support, five days a week, including coordination and allocation of staff members and shift duties. This position reports directly to the client's Project Manager and Program Director and will interface with Government Management personnel.

Roles & Responsibilities:
The job duties are as follows:

  • Point of contact (POC) for critical incidents occurring inside and outside of normal hours.
  • Inform management, partners, and peers about network performance and service availability.
  • Coordinate and partner with the Security Team to secure the network, develop network access, and monitor controls and evaluations.
  • Work with Tier 2 and Tier 3 Support Engineers, vendors, or partner technology teams to troubleshoot network connectivity problems and device replacement/reconfiguration.
  • Serve as primary RCA/PRB owner for operational issues
  • Identify software and hardware lifecycle upgrades and determine the appropriate upgrade path.
  • Monitor the Networking Helpdesk queue, and ensure tickets are assigned and resolved within the SLA.
  • Prepare and report performance metrics as requested by the client.
  • Manage program network and tools like SolarWinds (network monitoring), ServiceNow (ticketing), Cisco Routers, voice gateways, and switches, Juniper Routers/switches (including transitioning to Juniper from Cisco), AWS (managing SW instances as well as server OS patching/maintenance), Tenable (network security scans), Forescout (network access control), Cisco ISE/Radius for network authorization
  • Exercises good judgment by involving management in resolving customer issues, as necessary.
  • Escalates unresolved customer issues promptly.
  • Actively engages in continuous improvement, recommending content, solutions, or alternative processes that may improve the customer experience or our operational efficiencies.
  • Ability to deliver high-quality documentation, paying attention to detail
  • Ability to grasp complex technical concepts and make them easily understandable in text and Pictures
  • Excellent written and communication skills in English
  • Participation in weekly calls to discuss the ongoing project
  • Will take directions from Client Project Managers and Program Managers about assigned activities and deliverables

  • Minimum 4 years of experience, which should include any or all of the following: networks or server monitoring, network infrastructure upgrade design projects, data centers / ISP with an emphasis on Network and Systems Operations Center (NOC).
  • Must be a U.S. citizen and able to obtain a Public Trust, ED 6C, clearance.
  • Experience with system and network infrastructures, such as LAN and WAN network technologies, network performance, and fault monitoring tools, such as SolarWinds.
  • Advanced knowledge of TCP/IP, NTP, DNS, SNMP, routing, packet capture/payload analysis, and Cisco and Juniper Routers/Switches and Network Protocols.
  • Experience with NOC Process development.
  • IT Service Management based on ITIL or ISO frameworks.
  • Enterprise firewall management, enterprise WLAN management, VPN, WAN optimization technologies, network performance tuning, network design, and implementation.
  • Firsthand experience with Juniper / Cisco Networking and troubleshooting.
  • Cisco Certified Network Associate (CCNA) or Cisco Certified Network Professional (CCNP) - Wireless, Routing and Switching
  • Juniper (JNCIS/ENT) - Wireless, Routing, and Switching certification
  • Primary work location is on-site business days in Washington, DC
Desired Qualification:
  • Active clearance, e.g., Public Trust, Secret, Top Secret.
Educational Requirements:
  • A bachelor's degree or foreign equivalent is required from an accredited institution. Will consider three years of progressive, relevant work experience instead of every year of education. Candidates who have completed a Master's degree program are strongly preferred.
The job entails sitting and working at a computer for extended periods. Should be able to communicate by telephone, email, or face-to-face. Travel may be required as per the job requirements.
