Introduction
IBM SkillsBuild is seeking a skilled and creative Technical Learning Specialist to help design, develop, and deliver engaging digital learning experiences that meet the diverse needs of learners globally. The ideal candidate will bring expertise in instructional design and adult learning theory, a strong grasp of the evolving role of AI in learning and development (L&D), and proficiency in using Generative AI tools to accelerate design and innovation. You will work closely with learning strategists, subject matter experts, and platform teams to create inclusive, impactful, and scalable learning experiences.

- Design and develop interactive, learner-centered digital content aligned with adult learning principles and the IBM SkillsBuild curriculum framework.
- Collaborate with global teams to design AI-informed learning experiences that reflect current trends in workforce skilling and professional development.
- Use Generative AI tools (e.g., ChatGPT, Adobe Firefly, Synthesia) to streamline content ideation, scriptwriting, localization guidance, and prototyping.
- Develop multimedia learning assets using tools such as Articulate Storyline, Adobe Captivate, Premiere Pro, and Illustrator.
- Create content tailored to diverse personas (educators, adult learners, students, job seekers) and cultural contexts, ensuring inclusion and accessibility across geographies.
- Ensure learning experiences are designed with scalability, localization, and accessibility (WCAG 2.1) in mind.
- Support ongoing testing, iteration, and content enhancements based on learner feedback and platform analytics.
- Contribute to internal design templates, standards, and best practices for AI-integrated instructional design.

Required technical and professional expertise
- Solid Experience of experience in instructional design, digital learning development, or a related field.
- Deep understanding of adult learning theory, instructional design models, and digital pedagogy.
- Demonstrated experience with AI in L&D, including use of GenAI tools for content creation or workflow augmentation.
- Proficiency with industry-standard tools including:
- Articulate Storyline, Adobe Captivate, Adobe Creative Cloud (Premiere Pro, Photoshop, Illustrator)
- LMS or LXP platforms (e.g., Moodle, Cornerstone, EdCast)
- Proven ability to create content for multilingual, multicultural audiences with sensitivity to cultural and accessibility nuances.
- Experience designing for multiple learner personas (youth, educators, displaced workers, early-career professionals).
- Excellent project management, attention to detail, and communication skills.
- English advanced/Fluent for conversation
Preferred technical and professional experience
- Experience in workforce development, career readiness, or skills-first learning initiatives.
- Familiarity with IBM SkillsBuild or other public-facing education platforms.
- Understanding of open credentialing, digital badges, or competency frameworks.
- Ability to script or storyboard short video learning segments or AI-based interactive tutorials.
