FedRAMP Change Manager

Your role and responsibilities
Job Summary:
IBM is seeking a seasoned Change Manager with deep expertise in FedRAMP compliance to join our dynamic team. The successful candidate will play a crucial role in overseeing changes to our FedRAMP-authorized systems, ensuring all modifications align strictly with stringent security standards set by the Federal Risk and Authorization Management Program (FedRAMP). This position demands a profound understanding of IT governance, risk management, and robust change control processes within a large enterprise context.
Responsibilities:
- Change Management Oversight: Develop, implement, and maintain a comprehensive Change Management process for IBM's FedRAMP-authorized systems, ensuring all changes undergo proper assessment, approval, and execution in strict adherence to FedRAMP requirements.
- Risk Assessment & Mitigation: Conduct meticulous risk assessments for proposed changes, pinpointing potential impacts on system security, availability, and integrity. Recommend and orchestrate effective mitigations to curtail identified risks.
- Compliance Monitoring: Regularly review and audit change activities to ensure ongoing conformity with FedRAMP standards and pertinent NIST frameworks (800-53, 800-30, etc.).
- Stakeholder Communication: Serve as the principal contact for internal stakeholders concerning change management processes and FedRAMP-related matters. Facilitate timely updates and communication to keep all parties well-informed and aligned.
- Training & Mentoring: Devise and deliver training programs to educate staff on FedRAMP's Change Control requirements, fostering a robust understanding across the organization. Provide guidance and mentorship on change management best practices tailored to IBM's context.
- Documentation & Reporting: Maintain exhaustive documentation of all change control activities, including processes, templates, and lessons learned. Prepare periodic reports for senior management and auditors as required.
- Collaboration with FedRAMP Assessment Authorities (3PAOs): Liaise with 3PAOs during assessments, furnishing necessary documentation and insights into IBM's change control processes to ensure seamless and successful evaluations.

Required technical and professional expertise
- Proven experience in Change Management within a highly regulated enterprise IT environment, preferably including FedRAMP compliance.
- In-depth understanding of FedRAMP requirements, NIST cybersecurity frameworks (800-53, 800-30), and related IT governance standards within an enterprise context.
- Demonstrated ability to lead and execute complex projects, showcasing a track record of successful change management implementations in an enterprise setting.
- Superior analytical skills, capable of conducting comprehensive risk assessments and devising effective mitigation strategies tailored to large-scale systems.
- Outstanding communication and interpersonal skills, adept at building consensus and engaging effectively with diverse stakeholders across various levels within a large organization.

Preferred technical and professional experience
- Relevant certifications such as CISSP, CRISC, PMP, or equivalent IBM-specific credentials are highly desirable.
- Strong grasp of ITIL/Service Management best practices, with practical experience tailoring these to large organizations.

The compensation range and benefits for this position are based on a full-time schedule for a full calendar year. The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws. For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
