Delivery Manager - GDS/UCD (Public Sector)

Introduction

IBM is seeking a highly skilled and experienced Delivery Manager to join our team. This role is specifically focused on the public sector, requiring extensive experience in Government Digital Service (GDS) and User-Centred Design (UCD) methodologies. The Delivery Manager will be responsible for leading cross-functional teams to deliver high-quality digital services that meet the complex needs of government clients.

In this role, you'll work in one of our IBM Consulting Client Innovation Centers (Delivery Centers), where we deliver deep technical and industry expertise to a wide range of public and private sector clients around the world. Our delivery centers offer our clients locally based skills and technical expertise to drive innovation and adoption of new technology.

Your role and responsibilities

Responsibilities:

  • Lead multi-disciplinary teams in the successful delivery of digital projects within the public sector, adhering to GDS standards and best practices.
  • Manage project scope, timelines, resources, and budgets while ensuring alignment with client objectives and expectations.
  • Apply UCD principles throughout the project lifecycle to ensure user needs are at the heart of service design.
  • Foster strong relationships with clients, understanding their requirements and translating them into technical solutions.
  • Collaborate with various stakeholders, including clients, internal teams, and third-party vendors, to drive project success.
  • Implement agile methodologies to facilitate efficient and effective project management and delivery.
  • Mentor team members, providing guidance, support, and coaching to enhance their skills and career development.
  • Monitor project performance, identify risks, develop mitigation strategies, and implement continuous improvement measures.
  • Ensure all projects adhere to IBM's quality standards and regulatory compliance requirements.

Required education

Bachelor's Degree

Required technical and professional expertise

  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • Extensive experience as a Delivery Manager or similar role within the public sector.
  • In-depth knowledge and practical application of GDS principles and methodologies.
  • Proven expertise in User-Centred Design (UCD) and its integration into digital service development.
  • Demonstrated success in managing large-scale digital transformation projects.
  • Strong understanding of Agile/Scrum methodologies and their practical implementation.
  • Excellent leadership, communication, and stakeholder management skills.
  • Ability to manage multiple projects simultaneously, prioritizing tasks and meeting deadlines.
  • Knowledge of public sector regulations and compliance requirements.
