How you'll make an impact:
- You will implement HSE operating system in APG, local HSE regulations monitoring and implementation, plan and make annual regulatory audit to ensure all operation units are compliance and drive continue improvements (including manufacturing units and branch offices in mainland). You will involve in China HSE performance monitoring and advise for improvement, CNAPG ISO certifications (ISO9001/14001/45001) maintenance, information and best practice sharing among HSE colleagues of units.
- You will develop and deliver HSE Training to AGP employees: Induction, refreshing, mandatory, support to country functions (R&D lab operation; facility, RE and IS project; events; HR policy and handbook), organize first-aid training and maintain first-aid supplies in Beijing HQ and branch offices and annual fire drill with facility service. You will coordinate Pandemic prevention and control when needed, coordinate the site inspection and improvement action from local authority - CNAPG.
- You will support the activities of group function (HSE communication, sustainability, HSE audit, major incident investigation, HSE masterclass, training of PICW/ABRA/Medium incident investigation), translate Chinese version of HSE documents (Policy, posters, training courses, operating system documents etc.) for the better understanding of Chinese employees. You will support improvement initiatives of business units, maintain APG BCP and coordinate BCP annual update in business units to ensure it reflects the changes in time and as one connection of related functions of Hitachi China for the communication and implementation of Hitachi group initiatives (EPC, MOG, HCH).
- You will act as Country HSE to drive and support the BUs on legal fiduciary duties compliance, drive operational excellence by ensuring the implementation of HE group programs and BUs' operational risk management, act as the conscience within the country for HSE, report on challenges and opportunities in a timely manner to Global Function HSE and the BUs. You will watch for emerging risks, ensure proper risk management and escalate as required to Global Function HSE, oversee and act as a point of integration on all HSE topics across all functions in the country (e.g., Real Estate, Marketing and Sales, Research) and Country HSE provides assurance over the contractor HSE qualification process in country (by checking the process is effectively implemented and performed by BUs).
- You will be responsible to ensure compliance with applicable external and internal regulations, procedures, and guidelines.

Your background:
- You hold bachelor's degree or higher in Environmental Engineering, Safety Engineering, Occupational Health, Chemical Engineering, Industrial Engineering, or a related field. Master's degree or international certifications (e.g., NEBOSH, IEMA) preferred.
- Minimum 8 years of HSE (Health, Safety, Environment) management experience, preferably experience in HSE leadership role.
- Certified Safety Engineer (accredited by the Ministry of Emergency Management, China), NEBOSH International General Certificate/Diploma (IGC/IDip), ISO 14001/45001 Lead Auditor certification. CSP (Certified Safety Professional) or equivalent international qualification.
- Prior experience in multinational corporations or large-scale manufacturing/energy/chemical industries is highly preferred. In-depth knowledge of local HSE regulations (e.g., China's Work Safety Law, Environmental Protection Law) and international standards (e.g., ISO 14001, ISO 45001, OSHA). Experience resolving major HSE crises (e.g., accident investigations, environmental litigation).
- Knowledge of ESG (Environmental, Social, Governance) frameworks and carbon-neutral practices. Familiarity with HSE management in manufacturing contexts.
- Fluent English with the ability to draft reports and lead/participate global meetings. Proficiency in Chinese for effective communication with both external and internal stakeholders.
