The Global Compliance division prevents, detects and mitigates compliance, regulatory and reputational risk across the firm and helps to strengthen the firm's culture of compliance. Compliance accomplishes these through the firm's enterprise-wide compliance risk management program. As an independent control function and part of the firm's second line of defense, Compliance assesses the firm's compliance, regulatory and reputational risk; monitors for compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the firm's responses to regulatory examinations, audits and inquiries. You'll be part of a team with members from a wide range of academic and professional backgrounds, such as law, accounting, sales, and trading. Financial Crime Compliance ("FCC") coordinates Goldman Sachs' enterprise-wide anti-money laundering (AML), economic sanctions, e-communications and anti-bribery compliance efforts. The combined FCC team, which is composed of professionals with extensive law enforcement, regulatory, legal, compliance, forensic consulting, operations and business experience, administers an array of surveillances, due diligence, investigative expertise and other control processes designed to identify potential money laundering, terrorist financing, bribery, securities fraud and other violations of law.

The Financial Crime Compliance team is seeking a Vice President with experience in the Asset Management industry to take on the MLRO position for the Goldman Sachs Asset Management European Funds. They will chiefly be responsible for ensuring compliance with the Funds' AML / CFT obligations and will help helping to manage, enhance and implement the Goldman Sachs Financial Crime Compliance Programme across the firm's institutional and retail client base within the asset management division. As MLRO, they will have day-to-day oversight of the Funds' activities, and coordinate, as necessary with front line personnel from an advisory perspective. Additional responsibilities include designing and maintaining policies and procedures, risk assessments, Board governance and assisting with regulatory exams and internal audits. The ideal candidate will have a strong knowledge of Luxembourg, Irish, Dutch and European AML legislation, global sanctions regimes and anti-bribery laws, as well as strong stakeholder management and an ability to manage and coordinate projects and processes.

Principal Responsibilities:

  • Ensuring the Funds' compliance with applicable AML / CFT laws and regulations
  • Developing, implementing and maintaining policies, procedures and controls, and conducting annual risk assessments
  • Perform oversight of outsourced AML/CFT activities applicable to the asset management division
  • Representing FCC and presenting appropriate MI at quarterly Fund board meetings
  • Working with global cross-divisional partners, including Technology, Operations and Sales/Investment personnel through all aspects of FCC programmatic enhancements
  • Acting as an advisor and key point of contact for the Business, appropriately identifying, assessing and escalating risks to relevant stakeholders
  • Collaborating with FCC experts across KYC, Sanctions, Transaction Monitoring and Anti-Bribery to escalate and resolve alerts arising from client and transaction screening
  • Designing and enhancing onboarding controls and tools, including watchlist screening, adverse media screening, enhanced due diligence and customer refresh
  • Provide feedback on KYC control effectiveness and partner with management and analysts to design enhancements and/or new approaches
  • Developing and proposing recommendations to address identified issues/risks as well as areas and processes requiring optimization and improvement. Understanding trends in underlying data and advising on methodologies to detect potential suspicious activity or customers

Basic Qualifications :

  • The role requires a degree (Bachelors/Masters) in a related field (Legal, Finance, Economics, Management or related quantitative disciplines)
  • Financial Crime Compliance experience in an Asset Management context, including a thorough understanding of common fund distribution models
  • Sound knowledge of EU, Dutch, Irish and Luxembourg AML/CFT legislation as it relates to investment funds, global sanctions and anti-bribery laws
  • Ability to communicate Compliance requirements for consumption by Technology and other cross-functional partners
  • Excellent verbal and written communication skills
  • Willingness to adapt in a fast-paced work environment; strong sense of urgency
  • Strong work ethic

Preferred Qualifications:

  • Experience working with European regulators and coordinating responses to external and internal AML audits
  • Awareness and experience working with AML trends and typologies
  • Experience building and enhancing financial crime compliance programs
