Job Description

Purpose of the Job

The mission of the Technical Leader is to deliver turnkey projects according to customer specifications, cost, quality & time constraints. His / Her role is to plan, coordinate & organize the complete technical work packages including Telecom system & Power supply in the electrical substations. This responsibility covers all project phases from contract award up to the end of the project (Provisional acceptance). He/She will envolved in a dynamic market with technologies that are in constant evolution such as Optiacl Transport Networking (SDH/PDH, MPLS TP/IP, etc), Industrial wireless, Teleprotection Systems, Rooter and switchs, Powerline carriers.

• Prepare & participate to the technical transfer in-between Tender / Operation
• Participate with Project Manager to the project kick off and define the execution strategy, the split of work, responsibility matrix, etc.
• Be the technical interface with the customer, external suppliers and all internal project team members (Project Manager, Field Service Engineer, Purchase dpt, design office Marketing and R&D)
• Define and validate the project documentation structure
• Coordinate site survey activities, analyze & broadcast survey results to technical teams
• Define or validate the technical Specification & scope of work for Telecom system
• Define and validate the Telecom architecture, prepare the basic and detailed design in coordination with other parties involved in the project.
• Prepare the appropriate equipment purchase order request, follow up the purchase order & equipment delivery
• Dispatch the appropriate information & control the integration / installation drawings delivery
• Prepare with Field Service Engineering team the Factory Acceptance Tests and Site Acceptance Tests by
• Producing the FAT & SAT procedures, providing appropriate information and giving technical support when required.
• Organize regular meetings with technical team to make sure project is on track and milestone are reached on time, with state of the art quality and within the budget.
• Control the design budget (mandays & subcontracors) and report/anticipate any variation.
• Identify & follow-up the technical risks/opportunities & define the associated action plans
• Solve or/and escalate technical issues
• Participate & contribute to the Project Reviews with Project Managers
• Define technical offers for new extension & Variation Orders
• Prepare & participate to return of experience meeting with Commercial team

• Engineering Telecom or Electrical Engineering degree
• Minimum 5 years in electrical and / or Telecom design activity Or /and in project management with technical background in electrical engneering or Telecommunication
• Telecom technologies (Optical transport Technology (MPLS or SDH), IP (routers, switches, firewalls, etc...)
• CCNA Cisco certification
• English & French fluent

• Préparer et participer au transfert technique entre l'appel d'offres et l'opération
• Participer avec le chef de projet au lancement du projet et définir la stratégie d'exécution, la répartition des tâches, la matrice de responsabilité, etc.
• Être l'interface technique avec le client, les fournisseurs externes et tous les membres de l'équipe interne du projet (chef de projet, ingénieur de service sur le terrain, département des achats, bureau d'études, marketing et R&D)
• Définir etvalider la structure de documentation du projet
• Coordonner les activités d'étude du site, analyser et diffuser les résultats de l'enquête aux équipes techniques
• Définir ou valider les spécifications techniques et le contenu des travaux du système de télécommunications
• Définir et valider l'architecture des télécommunications, préparer la conception de base et détaillée en coordination avec les autres parties impliquées dans le projet.
• Préparer la demande de bon de commande d'équipement appropriée, suivre le bon de commande et la livraison de l'équipement
• Expédier les informations appropriées et contrôler la livraison des dessins d'intégration/d'installation
• Préparer avec l'équipe d'ingénierie du service sur le terrain les tests d'acceptation en usine et les tests d'acceptation sur site en produisant les procédures FAT et SAT, en fournissant les informations appropriées et en fournissant une assistance technique si nécessaire.
• Organisez des réunions régulières avec l'équipe technique pour vous assurer que le projet est sur la bonne voie et que les étapes sont atteintes à temps, avec une qualité de pointe et dans les limites du budget.
• Contrôlez le budget de conception (mandats et sous-traitants) et signalez/anticipez toute variation.
• Identifier et suivre les risques/opportunités techniques et définir les plans d'action associés Résoudre et/ou escalader les problèmes techniques
• Participer et contribuer aux revues de projets avec les chefs de projet
• Définir les offres techniques pour les nouvelles extensions et les ordres de modification
• Préparer et participer à la réunion de retour d'expérience avec l'équipe commerciale

• Diplôme d'ingénieur en télécommunications ou en génie électrique
• Minimum 5 ans dans une activité de conception électrique et/ou de télécommunications Ou /et en gestion de projet avec une formation technique en génie électrique ou en technologies des télécommunications
• Connaissance de la technologie de transport optique (MPLS ou SDH), IP (routeurs, interrupteurs, pare-feux, etc...)
• Certification CCNA Cisco
