Job Description Summary
The Senior Resource Manager oversees the engagement, coordination, and compliance of external vendors and contractors deployed in field operations, such as wind turbine maintenance, up-tower-repairs, transactuals sales, or other tasks of the same nature. This role ensures that all external personnel across the EMEA region meet company, customer and regulatory requirements related to safety, work standards, training, and operational performance. The position serves as the key interface between internal stakeholders and vendor companies, ensuring efficient resource utilization, high-quality work, and zero-compromise on health, safety, and environmental standards to meet business and customer business metrics.

Job Description
Roles and Responsibilities
- Vendor Management & Coordination: Oversee the onboarding, scheduling, and coordination of external vendors across field locations. Ensure timely deployment of qualified personnel for planned and unplanned field activities.
- Compliance Monitoring: Ensure all external personnel comply with country-specific labor laws, safety regulations (e.g., GWO, OSHA), company policies, and site-specific requirements.
- Qualification Verification: Maintain and audit records of required training, certifications, and medical clearances of vendor personnel. Ensure workers are fully qualified before deployment.
- Safety Oversight: Collaborate with HSE teams to implement and monitor field safety procedures for external workers. Act on safety observations and incidents related to vendor teams.
- Performance Management: Evaluate vendor performance in terms of work quality, adherence to timelines, safety, and reporting standards. Support continuous improvement initiatives with feedback and corrective actions.
- Single Point of Contact (SPOC): Act as the primary liaison between vendor companies and internal departments such as service operations, procurement, finance, and others.
- Process & Documentation: Ensure standardized documentation (e.g., risk assessments, method statements, timesheets, field reports) is completed and archived correctly by external vendors.
- Resource Planning: Align resource needs with field demand forecasts. Work closely with planning teams to anticipate and mitigate resource gaps.
Required Qualifications
- Bachelor's degree in engineering, operations, business, or significant experience in related field
- Significant experience in field operations or vendor management, preferably in the energy or infrastructure sector
- Strong knowledge of HSE and labor compliance requirements for external personnel
- Excellent coordination, organizational, and communication skills
- Ability to manage multiple vendors and priorities across geographically distributed sites
- Proficiency in digital tools for resource tracking, safety monitoring, and reporting
- Ability and willingness to travel Proven ability to work in a cross-functional and global environment, remote teams, strong team player
