Job Description Summary

The Marshalling Harbour Sourcing leader:
• Is the sourcing leader and contractual responsible for subcontracting Marshalling Harbour works, heavy lifting, logistics, engineering, products, and their auxiliary components, as well as the services related to this commodity, considering the organization specific requirements and sourcing strategy.
• Leads commercial strategy for the marshalling harbour works and services via suppliers' selection, their monitoring, and frame agreements.
• Does research on potential suppliers for this commodity, selects suppliers based on their capabilities, proven track record, adherence to GE methodologies and compliance standards, and the supplier's adaptation to project requirements.
• Launches the necessary assessment of new suppliers and coordinates their capability audits with the PMO Sourcing Fulfilment leader.
• Issues RFQ related to this commodity, defines its customized contractual and PO requirements for the related project purchase, performs total cost analysis, negotiates prices and commercial conditions with suppliers, prepares basis and recommends awarding decision for the project teams and business representatives to validate.
• Monitors the performance progress of suppliers throughout their execution contracts and/or Purchase Orders. Seeks for PMO Sourcing Fulfilment leader feedback on evaluation of suppliers regarding their works, quality, commercial, EHS performance, among other aspects.

• Leads requests related to this commodity products and services to support PMO-ITO (Inquiry to Tender) Sourcing Manager and Sales team.

Job Description

Responsibilities & Accountabilities :

Main duties

  • Define specific strategic for his/her commodity such as make or buy decision, cost-effective sourcing, cash in/out, basis for escalation formulas, etc.
  • Establishes the Sourcing Suppliers' panel for his/her commodity in collaboration with GE OFFW Marshalling Harbour team, PMO Operations Sourcing manager, PMO Sourcing Fulfilment leader and PMO-ITO Sourcing manager.
  • Organize the Requests for Interest (RFI), Requests for Quotation (RFQ) of his/her commodity and their auxiliary components, as well as the services related to this commodity, and ensure that project costing is backed up by robust supplier offers.
  • Together with OFFW Marshalling Harbour team forecasts the commodity sourcing related risks such as hyperinflation or specific country risks, heavy lifting and other auxiliary components availability, market price evolution, suppliers' specific risks, and other constraints.
  • Together with the PMO-ITO Sourcing Manager, ensures a smooth hand-over of his/her commodity sourcing related scope to the Execution Team (specifically to the PSM - Project Sourcing Manager) at the required project gate review.
  • Accountable for the organization objectives in quality, costs, and cash-flow related to his/her commodity.
  • Ensures that all relevant sourcing and subcontracting processes, work instructions and guidelines for his/her scope are followed within the organization as well as ensure compliance with Corporate Instructions, other Group Directives, etc.
  • Accountable for supplier selection, monitoring, and evaluation, together with PMO Sourcing Fulfilment leader. Gives feedback from on-going agreements and execution issues to the GE OFFW Installation & Tools team, to PMO Sourcing team and the PMO-ITO Sourcing Manager.
  • Has the authority together with the PMO Operations Sourcing Manager to negotiate Frame Agreements, Purchase Orders conditions within its scope of responsibility and manage contracts during execution, being the point of contact of suppliers for commercial and contractual issues.

Educational Requirements

Mandatory

  • Commercial or economical education.
  • Education in purchasing, supply chain management
  • Negotiation skills (experience, training)
  • Knowledge of commercial contracts (terms and conditions).
  • Basic financial understanding: hedging, net present value, financial report.
  • Basic knowledge of transport, insurances & taxes.

Language skills :

  • Proficient in English language (written and spoken)

Optional:

  • Knowledge of a further language is of advantage
  • Oracle ERP environment
  • Offshore or Onshore wind market, other offshore markets.

Knowledge / Experience

Mandatory

  • Experience as Lead Buyer / Lead Sourcing leader.
