Roles and Responsibilities
- Ensure implementation of QMS Procedures, Project Quality Plan, Site QA/QC Plan, Method statements, Inspection/test/audit plans
- Ensure that Project and Site team, 3rd party service providers comply with the PQP, Contractual requirements and other applicable requirements
- Monitor and verify site activities carried out internally or by 3rd party are in accordance with applicable codes & standards, contractual requirements and specifications.
- Control all modifications and non-conformance reports and undertake/lead remedial (CAPA) actions
- Identification, reporting , analysis and resolution of quality related problems and issues along with the costs
- Coordinate with external project stake holders (Client, Client Representative, Main Contractor, Subcontractor ) regarding quality issues at site and for their resolution
- Coordinate with Internal project stake holders (Quality Dept, Project Team, Site Team, Consortium partners, etc) regarding quality issues at site and for their resolution
- Ensure that monitoring and measuring equipment at site are calibrated; adequate records are maintained
- Perform in-process and final inspections as per Project Quality Plan (ITP, QVD etc)
- Carry out Receiving inspections for material, equipment, tools etc
- Coordinate client inspections and/or witnessing where applicable via Request for Inspections (RFI); refer PQP
- Provide technical support, advice and awareness to site staff w.r.t QC activities.
- Coordinate with the Project Manager regarding work performance and hold authority to stop work in any area where discrepancies remain uncorrected and/or cancel the stop work order upon satisfactory correction of noted deficiencies
- Coordinate/Participate in site and project audits being conducted by Internal or external auditor
- Provide feedback on improvements in PQP
- Avoid duplication of effort
- Provide effective guidance on the project to achieve quality of work
- Coordinate and Control technical documents at site w.r.t. technical submittals, drawings, as-built etc to ensure that only recent revisions are being used and that the drawings are either approved (A status) and/or have been "Issued for construction" by relevant authority. Where applicable; ensure comment sheets are available with each drawing issued
- Control of mark-up drawings and coordination with design department
- Ensure only updated quality documents (QMS, PQP, technical specifications etc) are available at site; handle obsolete documents as per process
- Control stamps that are being used at site; their purpose and issuance details
- Communicate and distribute relevant QA/QC documentation to Project team and Sub-contractor
- Maintain (file, archive, update etc) all quality records as per PQP, and hand them over to the PM and DC once the project is over.
- Highlight, and where required, escalate risks and opportunities w.r.t. to Quality to the relevant Manager
- Escalation of critical issues pertaining to Project and Site Quality to relevant Manager
- Generation of QC reports on a periodic basis; (Fortnightly Internal QC reports and Monthly QC report for Client) or any other reports required
- Closure of audit reports issued for the project
- Collecting and reporting KPI data (internal and from sub-contractors)
- Submitting Quality Activity reports to Client via Project Team
- Reporting/Issuing NCR's for any non-Conformance Observed
- Reporting Cost of Non-Quality
- Identify non-conformances and report to the respective managers, generate NCR where required
- Control modifications and reworks carried out at site, whether initiated by site or by design
- Maintain NCR Register and control NCR's until their closure; and analyse the same
- Lead/undertake remedial (Corrective and Preventive Actions)
- Record in coordination with SM, PC, PM the cost of non-quality of modifications, reworks and non-conformance
- Improve standardization of activities and processes
- Provide feedback on improvement of standard ITP's, QVD's, method statements etc
- Eliminate Non value added activities and rework
- Educate Site Staff on Project Quality Plan
- Support Head-Office Quality Initiatives
