Job Description Summary

The Construction Leader, reporting to the Hydro North America Construction and Commissioning Leader, will the responsible for the execution of the projects at site, directly leading the Site Managers, Site Supervisors, Technical Adviser and Site Assistants and ensure all projects in USA, execute their respective projects within the budget and schedule always following the bedrocks of Compliance, EHS and Quality.
The Construction Leader will be responsible to support, coach, identify needs for training and development and help his/her team to execute the project following the processes and tools defined by the Construction and Commissioning Leader.

Ensure his/her team comply with administrative tasks (timesheets, expense reports, daily reports, etc.) in a timely manner following the department guidelines as well as set specific and measurable goals and objectives for the team to be able to come up with a systematic performance development review based on tracked results.
Work closely with the C&C Leader, C&C Project Manager Leader and other functions to ensure projects are successfully executed.

Job Description

Tendering phase:

• Providing support with technical expertise when required to drive high level accuracy proposal delivery;

• Analyze specification & participate in Base of Scope definition;

• Determine strategy pertaining to labor, scheduling, logistics, conditions, etc.;

• Leverage reference projects executed in the past;

• Work actively on RFQ (request for quotation) and RFI (request for information), engaging in cross-function activities to deep dive into scope definition and schedule and build the quotation including workload, instrumentation needed, expenses, subcontractors and everything else needed to complete commissioning scope;

• Continuous improvement on Tendering process.

Preparation and planning phase:

• EHS:

• Support EHS & Quality Team in building the EHS plan and site Quality Plan.

• Technical:

• Attend the critical basic/detailed design reviews and promote design for EHS/for construction.

• Act as a reference for Methods for the tooling design, erection procedure preparation.

Project Management:

• Support C&C Project Managers to build the L4 site schedule/resource loading.

• Support C&C Project Managers to reassess dynamically the R&Os picture.

• Lead the pre-mob phase with the HNA Field Operations Project Management Leader.

People Management:

• Manage the dispatch of site staff resources through a proper system/tool.

• Support EHS & Quality Team to secure the Quality and EHS resources on site.

• Manage the contingent workers need (Site Mangers, Site Supervisors, Technical Adviser, Site admins, etc.).

• Secure the key site staff resources (Site Manage/Site supervisor/Technical Advisor).

• Develop the Site Manager/Site supervisor technically on the site management side (training, career path).

• Technical governance and customer relations on Site Execution matters;

• Enhance Site Execution team's technical excellence by participation in technical support, training and mentoring on best practices, processes, tools, etc.

• Ensure on-time delivery of deliverables related to site execution (milestones, reports, etc.)

• Contribute to overall quality and excellence in execution of Construction & Commissioning.

Execution phase:

• Ensure all Site Managers of all projects own their respective schedules and budgets and execute their projects within GE standards of EHS, Quality and Compliance.

• Ensure Site Managers read, understand and apply their project's respective contracts between GE and other parties (Customer, Subcontractors, etc.) at Site.

• Ensure Site Managers actively communicate with their respective project teams.

• Ensure Site Managers understand and apply official processes and tools to correctly track hours and costs at site.

• Ensure Site Managers and Site Admins correctly allocate/segregate hours and costs incurred (Actuals) against base scope and non-base scope (non-conformities, change orders, slippages, etc.).

• Provide technical and non-technical support to Site teams.

• Identify, together with the site team, opportunities to optimize site execution respecting the contract and GE standards of EHS, Quality and Compliance.

• Ensure a proper communication channel is in place between site team and project team and drive constant exchange of information about project status, progress and cost.

• Support Site Managers to constantly reassess the remaining work of the project in terms of schedule and costs (Cost to Complete) and validate them with the latest approved plan.

• Ensure non-conformities at site are properly addressed and their hours/cost correctly allocated/segregated.

• Create and foster the communication channel between site team and methods & special tooling team to have a proper exchange of information and support for site execution.

• Ensure Site teams understand of follow GE rules and guidelines for working at sites and T&L (Travel and Living).

• Ensure high EHS standard culture at sites.

• Ensure and apply zero tolerance for EHS and compliance deviations

• Ensure Site teams provide daily reports, timesheets, expense reports in a timely manner.

• Ensure Site teams keep good records about site activities, work performed, issues faced and how they were dealt with (non-conformity) to provide feedback to business and support it with information in case of claims;

• Collaborate in resolving complex problems.

Qualifications / Requirements

• College Diploma with 5 years of experience or University Degree (B.A.Sc. or M.A.SC.) in a technical or management field (or equivalent experience);

• Strong communication skills in both English and French;

• At least 5 years' experience in Hydroelectric power plants, its systems and sub-systems;

• Project Management experience;

• Field Management experience;

• Experience with technical concepts (including Hydro Machines, turbines, generators, etc.);

• Strong EHS culture;

• No restrictions to travel to USA and Canada based projects;

• Ability to multitask and shift between many different projects and initiatives with tight deadlines;

• Excellent interpersonal skills, teamwork skills and autonomy;

• Strong customer service orientation;

• Proficiency in Microsoft Office (Outlook, Word, Excel, etc.) and have good computer skills;

• Ability to navigate cross-functions and create a good rapport with other teams (Project Management, Engineering, Finance, Fleet Support, EHS, HR, etc.);

• Ability to comply with mandatory requests on time, such as: trainings, timesheets, expense reports, daily reports, etc.;

• Resilience.

The base salary range for this position is $120,600-160,800 USD/year. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate's experience, their education, and the work location.
