Dans le cadre du projet auquel il/elle est affecté(e), le PEM Local devra :
- Représenter l'équipe d'ingénierie du projet au sein de l'équipe locale du projet
- Interagir avec le responsable de l'ingénierie du projet (PEM)
- Être l'interface technique du projet avec le client
- Être l'interface technique du projet avec les sites
- Être l'interface technique du projet avec les fournisseurs locaux et les sous-traitants en ingénierie
Agissant en tandem avec le Responsable de Projet France, le PEM a les responsabilités suivantes:
- Assurer la conformité avec les directives de Power conversion and Storage (PCS) et les normes EHS
- S'assurer que la conception est conforme aux règles, réglementations, codes et normes locaux applicables
- Contrôler la planification et la mesure des progrès des activités d'ingénierie du projet.
- Contrôler la planification des livrables d'ingénierie pour le Client
- Assurer la bonne publication des documents techniques au Client ou à son représentant
- Assurer un contrôle de qualité approprié de toutes les activités d'ingénierie locales, y compris les sous-traitants d'ingénierie locaux s'il y en a
- Effectuer une évaluation des risques techniques et des revues des risques correspondants.
- Soutenir l'approvisionnement dans les négociations avec les fournisseurs locaux en particulier
- Fournir un soutien pour les problèmes techniques liés aux problèmes de calendrier global et définir des activités appropriées pour un plan de redressement en accord avec l'équipe d'ingénierie du projet
- Fournir un soutien pour les problèmes techniques liés aux activités sur site (installation et mise en service)
- Assurer une réponse rapide aux problèmes techniques en interne ainsi qu'au Client ou à son Représentant.
- Fournir les contributions et retour d'expérience et à la clôture du projet
- Qualifications/exigences minimales
- Master dans une discipline d'ingénierie ou expérience extensive dans le domaine de l'ingénierie électrique / électronique / contrôle et automatisation.
- Au moins 5 ans d'expérience professionnelle dans l'ingénierie des systèmes électriques.
- Bonne connaissance de toutes les disciplines d'ingénierie impliquées dans la conversion et le stockage d'énergie.
- Connaissance des outils d'ingénierie et de gestion de projet.
- Capable de motiver les gens, d'encourager la créativité et de créer un esprit d'équipe ; bonnes compétences en coaching.
- Leadership et affirmation de soi.
- Volonté de prendre des responsabilités.
- Capable de déléguer et de contrôler.
- Solides compétences en communication orale et écrite.
- Anglais courant à l'écrit et à l'oral ; appréciation du français/arabe parlé et écrit.
- Capable de communiquer à tous les niveaux : client, hiérarchie, membres de l'équipe, etc.
- Compétences en résolution de conflits.
English Version :
In the frame of the project to which he/she is assigned, the PEM will:
- Manage and lead the complete project engineering team including Systems, Power Electronics, Rotating Machines, Control & Automation and engineering subcontractors. He/she manages the internal and external interfaces, delivers the project engineering activities and documentation within the time schedule, with the required quality, with minimum changes whilst meeting the budget targets.
- Interface with the Resident Engineer
Acting in tandem with the Project Director, the PEM has the following responsibilities:
- Ensure compliance with Power Conversion and Storage Business directives and EHS standards.
- Manage the ITO/OTR handover for Engineering, review the technical contractual requirements, analyze the specifications and standards and prepare the tracability matrix (capture of Contract requirements)
- Manage the Project Engineering team including engineering subcontractors.
- Ensure that the design is per the applicable rules, regulations, codes, standards, good engineering practice as well as EHS requirements.
- Ensure fulfilment of the technical contractual requirements, including the project specifications and documentation that are needed for site installation, testing and commissioning in line with options retained for the project.
- Ensure that the defined standard design is used to a maximum extent. Avoid deviations to this reference design
- Contribute to the preparation of planning and ensure its progress measurement for all engineering activities
- Ensure proper quality control of all engineering activities including engineering subcontractors.
- Organize, lead and control the design reviews with CTH support.
- Ensure the timely design freezes and control the change request process.
- Perform technical risk assessment and associated risk reviews.
- Assess, approve and expedite technical aspects of change orders.
- Contribute to the suppliers' selection process. Support procurement in the technical negotiations with suppliers and subcontractors.
- Compile a detailed list of engineering activities and documentation with associated budgets as agreed with the PM. Monitor and control these costs during project execution.
- Resolve all open technical issues, internal and external, in the best interests of the project.
- Manage and control all technical issues identified during meetings (formally captured in minutes of meetings) with Customer, Partners, Authorities, etc.
- Approve, release and ensure proper distribution of engineering documents both internally and externally.
- Ensure that the overall performance test procedures are in the line with the project strategy.
- Provide technical support to the claim management.
- Report regularly the project engineering status (technical, OTD, OneOTR milestones and ETC) per the project established requirements.
- Provide input to lessons learnt / return of experience and project completion report.

Minimum Qualifications / Requirements
- Bachelor degree in an Engineering discipline or extensive experience in the field of Electrical / Electronic / Control & Automation Engineering.
- At least 5 years' professional experience in the engineering of electrical systems.
- Good knowledge in all engineering disciplines involved in power conversion and storage
- Good knowledge of BOP equipment applicable to common systems of power conversion.
- Knowledge of the processes in Engineering and its interfaces, particularly procurement, installation and commissioning processes.
- Knowledge of Engineering and Project management tools.
- Able to motivate people, to encourage creativity and create team spirit; good coaching skills.
- Leadership and assertiveness.
- Willingness to take responsibility.
- Able to delegate and to control.
- Strong oral and written communication skills
- Fluent English written and spoken
- Able to communicate at all levels: Customer, Hierarchy, Team members, etc.
- Conflict solving skills
