Unit Description

The Cyber Development Unit (CDU) provides application development and agile program management to ensure Cyber Division (CyD) is appropriately developing and leveraging FBI data systems and technologies to support the ever-changing technical needs, analytical challenges, and unique requirements of cyber investigations. CDU supports FBI field office and headquarters cyber mission needs to ensure the FBI continues to be the global leader in cyber investigations.

  • Must be able to obtain a Top Secret-SCI clearance

Mission Statement:

Major Duties
  • Confer with systems analysts, engineers, programmers, and other to design application and to obtain information on project limitations and capabilities, performance requirements, and interfaces.
  • Identify and leverage the enterprise-wide security services while designing and developing secure applications (e.g., Enterprise PKI, Federated Identity server) when appropriate.
  • Apply coding and testing standards, apply security testing tools including "fuzzing" static-analysis code scanning tools, and conduct code reviews.
  • Modify and maintain existing software to correct errors, to adapt it to new hardware, or to upgrade interfaces and improve performance.
  • Analyze information to determine, recommend, and plan the development of new application or modification of an existing application.
  • Analyze user needs and software requirements to determine feasibility of design within time and cost constraints.
  • Develop software system testing and validation procedures, programming and documentation.

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts at the time of application submission. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

BASIC REQUIREMENTS: All applicants must have a bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in combination of mathematics, statistics, AND computer science (15 of the 30 semester hours MUST have been in any combination of statistics and mathematics that included differential and integral calculus). Courses designed to provide an introduction to computer science techniques and methodologies are acceptable; courses in teaching elementary, business or shop mathematics are NOT acceptable.

Specialized Experience (SE):

GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience developing and implementing basic custom tools.
  • Experience providing technical advice, guidance, and recommendations management on critical IT issues.
  • Experience assisting with the development and design of component-based multi-tier enterprise applications and web services.
GS-13: (In addition to the above): Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience developing and designing component-based multi-tier enterprise application and web services.
  • Demonstrated experience evaluating work to be automated to determine the need for system development, modifications, or redesign.
  • Experience in project management, planning, and management control techniques as well as resources estimation and risk analysis relative project management functions, policies, standards, or procedures.
