Etsy Payments refers to Etsy's Global Payments Program connected to the Etsy marketplace that is used to perform and enable numerous functions across 43 countries. This includes card and alternative payment method processing for buyers, funds disbursement for sellers via third party partners and seller ledger management, in compliance with regional and international requirements.

We are looking for an experienced Senior Manager to join the International Risk and Compliance team as Senior Manager, Risk & Compliance for Etsy Payments Ireland Limited ("EPIL"), Etsy's European payments subsidiary. This position, based in Dublin, will work closely with EPIL's Head of Risk and Compliance, and will focus on leading, building out and running the compliance framework for Etsy's European-wide payments business. This includes providing advice and oversight to several different teams who work on the first line of Etsy's compliance program including Compliance Operations and Investigations, Marketplace Protection, Payments, Privacy, Strategic Sourcing, and Finance. This will be a broad, varied role working as part of a small team in Ireland, and also working with senior leadership within the broader Etsy group.

This is a full-time position reporting to EPIL's Head of Risk and Compliance. What does the day-to-day look like?

  • Identify and keep up to date with all relevant legislative and regulatory obligations applicable to the European payments business.
  • Working with the Head of Risk and Compliance, oversee the EPIL Anti-Money Laundering (AML) & Countering Terrorist Financing (CFT) program from a second line perspective, ensuring compliance with regulatory requirements.
  • Working with the Head of Risk and Compliance, oversee the implementation of regulatory requirements affecting EPIL, including topics covering Financial Sanctions (FS), Payment Services, Outsourcing, Fraud, Consumer Protection (CP) and Data Protection.
  • Draft and maintain a compliance universe and suite of compliance policies and procedures in line with regulatory requirements. Ensure any relevant group-level policies are embedded at local level.
  • Implement a compliance monitoring program which provides ongoing risk-based assurance on the effective implementation of EPIL's regulatory obligations including reporting findings to senior management, raising issues and tracking remediation tasks to completion.
  • Work closely with other teams including Group Legal & Compliance, Trust & Safety, Finance, Policy, Internal Audit in matrixed partnerships.
  • Work with key partners to develop processes and product solutions that address regulatory requirements for EPIL and engage with the company to advise on operationalizing compliance management on an ongoing basis.
  • Help with the continuous development and implementation of our Global Compliance Program and address the business's ongoing regulatory requirements.
  • Provide internal training on all vital compliance and risk matters.
  • Assist in the execution and ongoing improvement of all operational aspects of the compliance and risk programs including policy/procedure governance, training, monitoring, periodic testing, and investigations.
  • Assist in compiling reports for Board and senior management. Participate in group-wide steering committees and working groups in relation to compliance matters.
  • Support the Head of Risk and Compliance in responding to any regulatory communications, inquiries, visits or inspections (i.e. from the Central Bank of Ireland (CBI) and any other relevant international regulatory authorities).

Qualifications

Qualities that will help you thrive in this role are:

  • At least 6+ years of regulatory, risk/legal compliance experience, including experience working in or advising regulated financial services entities.
  • Deep experience in oversight and management of Anti-Money Laundering (AML) & Countering Terrorist Financing (CFT) risk within financial services.
  • Expertise in analyzing and handling broad compliance risks including Payments, Open Banking, Outsourcing, Consumer Protection, Data Protection and Third Party Oversight.
  • Experience as a Global Financial/FinTech Compliance Manager/Consultant a strong plus.
  • Compliance Certifications a plus (i.e. ACOI, CFE, ACAMS).
  • Experience with building and maintaining licensed products/services.
  • Experienced working in CF or PCF roles with the CBI, and other regulatory authorities a plus.
  • Excellent judgement!
  • Experience interacting with senior management.
  • Skilled at leading through influence and collaborating with partners to drive better outcomes.
  • Ability to articulate risk and mitigating strategies to partners, executives, boards, and regulators.
