Work You'll Do

The Technology Project Manager is a critical member of a technology transformation project for a Federal Health and Human Services agency, responsible for overseeing complex, multi-functional technology projects that are vital to the agency's mission. This leader serves as the liaison between project teams, executive stakeholders, and contract staff, forging the coordination required to deliver enterprise technology solutions efficiently and in line with federal mandates. The Project Manager is accountable for driving operational excellence, navigating high-impact change, and ensuring processes, tools, and resources are leveraged to maximize project success and customer satisfaction.

Key Responsibilities

• Strategic Guidance & Portfolio Management:

• Develop and implement project management strategies, governance frameworks, and performance metrics that align IT initiatives with agency goals and federal priorities.

• Lead strategic planning, roadmap development, and the decision process for project prioritization, scoping, and execution.

• Provide thought leadership to executive stakeholders and project teams, offering insights on risk management, compliance, and new technology adoption.

• Program & Team Leadership:

• Supervise and direct contract/project personnel across various technology initiatives, ensuring projects are managed to scope, schedule, and budget.

• Foster cross-team collaboration and break down silos to drive seamless technology operations and coordinated service delivery.

• Establish a culture of accountability, proactive problem-solving, and transparent operations management.

• Project & Process Excellence:

• Organize, direct, and manage all aspects of project operational support, including task planning, deliverable reviews, cost and resource management, and quality assurance.

• Analyze complex project-related problems, identify innovative solutions, and lead full lifecycle project management processes.

• Ensure all project activities and deliverables comply with federal standards (FISMA, FedRAMP, Section 508, etc.), agency policies, and best practices.

• Ensure timely reporting of weekly and monthly project status, risks, performance trends, and compliance to agency and contract stakeholders.

• Stakeholder Engagement & Communication:

• Maintain strong relationships with senior agency leadership, program customers, and contract representatives, serving as a key communicator for project status and issues.

• Drive adoption and effective usage of enterprise technology platforms and tools to optimize project collaboration, data-driven decision making, and operational efficiency.

• Support change management activities required to enable ongoing agency transformation, process improvement, and technology modernization.

Expected Performance

• Project Delivery: Deliver projects on schedule, within budget, and with minimal client-requested rework. Achieve high customer satisfaction for project coordination, transparency, and outcomes.

• Operational Reporting: Prepare accurate, on-time weekly and monthly status and contract reports; proactively manage contract compliance.

• Efficiency & Impact: Proactively drive improvements in project delivery, process automation, and technology leverage, reducing cycle times and increasing project value.

Qualifications

Required:

• Bachelor's degree in Information Technology, Engineering, or a related field or equivalent experience

• 10+ years of experience in managing technology projects, programs, or portfolios in a complex, preferably federal, environment

• 3+ years of experience working in a health or human services agency

• 3+ years of experience directly supporting senior technology executives (CIO/CTOs), with responsibility for executive client relationship development

• Proven track record leading multidisciplinary project teams, and experience coordinating across multiple support and service teams in an IT-focused organization

• Familiarity with a wide portfolio of IT tools (e.g., ServiceNow, Zendesk, Smartsheet, Confluence, Jira, GitHub, AWS, and AI tools such as Credal) and delivering related technology projects

• Demonstrated expertise in portfolio management, strategic planning, budgeting, and technology enablement

• Familiarity with federal compliance standards, risk management, and agile delivery practices

Additional Information

• Must be available during core federal work hours (Monday-Friday, 9:00 AM-3:00 PM ET)

• Hybrid work format with capability for occasional on-site collaboration

• Ability to lead project teams in times of change, adapting approaches to shifting priorities and federal transformation needs
