Work You'll Do
As a Project Delivery Manager on the project, you will:
Act as a key member of Team Hawaii, supporting the Commander under this client. This role fosters collaboration, innovation, and coordination among State and local government agencies, military commands, the Hawaii National Guard, academic institutions, industry partners, stakeholders, and community organizations. The incumbent works to address community concerns and build trust regarding the Department of Defense's presence in Hawaii. The position advances client's objectives by enhancing the survivability of conventional forces, integrating messaging capabilities for tactical, operational, and strategic effects, and organizing symposiums and meetings to facilitate information dissemination and technical transfer.
Primary Roles & Responsibilities
Strategic Engagement Action Officer
- Support the client's Leadership and Combatant Command Staff by coordinating logistics and products for strategic engagements with State of Hawaii stakeholders.
- Create and track tasks using the Task Management System (TMS).
- Draft engagement papers, information papers, talking points, and executive summaries.
- Manage calendar invites, provide meeting support, and coordinate across organizations.
- Develop agendas, prepare background materials, and produce meeting summaries.
- Collaborate with the client's Public Affairs, Protocol, NCIS, and other entities to manage engagement details.
- Support and coordinate recent high-profile events such as Memorial Day Ceremonies, Vietnam War Veterans Day, and the Hawaii Military Affairs Council Bi-Annual State of the Indo-Pacific.
Community Relations Action Officer
- Plan, manage, and support community outreach across USINDOPACOM components and with the State of Hawaii.
- Synchronize service component engagements and outreach through the Hawaii Strategic Engagement and Government Affairs (SEGA) Sync monthly meetings.
- Develop and maintain a monthly engagement calendar (45-day Outlook Calendar).
- Create outreach vignettes to highlight positive military engagement in Hawaii.
- Maintain updated resources for component and installation commanders, public affairs, and community relations contacts (Hawaii Installation PAO Roster).
- Assist with land lease program initiatives within the DoD.
- Support strategic planning, reporting, and messaging to improve program execution efficiency.
- Contribute to understanding historical challenges related to land retention, considering cultural and natural resource perspectives.
- Support outreach efforts with Native Hawaiian organizations, state and local government, academic institutions, and community groups.
- Attend and assess community events; represent the client at monthly meetings such as the Hawaii Military Affairs Council, Military Youth Advisory Council, and Joint Venture Education Forum.

Government Affairs Liaison
- Coordinate communications, requests, and engagements with the State of Hawaii Governor and the Mayor of Honolulu.
- Serve as the primary contact for matters related to the Hawaii State Legislature.
- Organize the annual Hawaii State Legislature Visit to the client, including leadership briefs and coordination with service components and the Hawaii National Guard.
- Track legislative bills and resolutions, produce the Hawaii State Legislature Bills of Interest Report, and conduct weekly legislative syncs.
- Educate components on legislative procedures and resources via the SEGA Government Affairs Report.

Qualifications
Required:
- 5+ years of experience in public relations, coommunity outreach, government affairs, or strategic communications.
- Demonstrated experience coordinating multi-stakeholder engagements and managing complex projects
- Bachelor's degree in Public Relations, Communications, Journalism, Political Science, Public Administration, or related field.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Active Secret required
- Ability to travel 10-15%, on average, based on the work you do and the clients and industries/sectors you serve
Preferred:
- Master's degree in communications, Public Affairs, International Relations, Public Administration, or related discipline
- Experience working with military or defense organizations, especially in Hawaii or the Indo-Pacific region
- Familiarity with Hawaii's local culture, history, and community organizations
- Experience with legislative tracking, government affairs, and public policy
- Proficiency in a language spoken in the Indo-Pacific region
- Experience with digital communications, social media management, and analytics
- Prior experience in crisis communications or emergency response
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,325 to $188,875.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
