Overview:

Seeking a Senior Acquisition Specialist to provide Advisory and Assistance Services (A & AS) support to our Federal client's research and development technologies department.

This position is responsible to the team leader for acquisition planning, contract planning, contract management support, and general project management support.

Primary Responsibilities:

  • Provide advice and options regarding all phases of planning for acquisition of Counter Weapons of Mass Destruction (CWMD) technical R&D services.
  • Conduct all forms of market research for CWMD R&D technical services.
  • Prepare solicitation documentation to include Needs Statements, Statements of Work, Independent Government Cost Estimates, contract structures, and evaluation factors.
  • Conduct analysis of alternatives for acquisition and contracting options.
  • Conduct comprehensive Risk Analysis related to contracts and projects.
  • Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition options.
  • Perform studies related to cost trade-off options.
  • Plan, coordinate, integrate, implement, and evaluate the use of available acquisition methods.
  • Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action.
  • Participate in Integrated Product Teams and serve as acquisition point of contact.
  • Support preparation of documentation in support of Planning, Programming, Budgeting, and Execution.
  • Track cost, schedule, and performance parameters of current contracts and projects.
  • Support the development of contract option execution documentation.
  • Assist with developing and tracking budgets and spend plans for the Target Assessment Technologies portfolio across multiple fiscal years.
  • Assist with tracking project expenditures and development/maintenance of program review materials.
  • Ensure acquisition planning is compliant with Federal Acquisition Regulation, agency-specific Federal Acquisition Regulation Supplement, other agency-specific Acquisition Directives, and agency-specific Acquisition Directives and program management direction.

Requirements:

  • Active TSSCI security clearance is required.
  • Bachelor's or Master's degree is required, preferably in Business Administration, Finance, Accounting, or similar business-related field.
  • 5 to 10+ years of experience in DoD contract and acquisition planning and management.
  • Experience as a warranted government contracting officer (KO and/or COR).
  • Experience with DoD Research and Development (R&D) programs.
  • Experience with Counter Weapons of Mass Destruction (CWMD) R&D programs.
  • Proficiency with MS Excel, PowerPoint, and Word.
  • Extensive knowledge of Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, agency-specific Directive 5000 series, and other agency-specific acquisition and contracting policies.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred:

  • Master's degree in Acquisition or Contracting.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in science and technology, program management, or contracting areas.
