The VP of Duals is responsible for the national Duals (including FIDE and DSNP) Aetna business. This includes product & markets and provides strategic oversight for go-to-market planning, acquisition efforts, and operational execution. The leader will drive sales growth, member experience enhancement, and cost structure optimization through cross-functional collaboration and market intelligence.

Primary Responsibilities

  • Owns financial performance for Duals markets on a national scale.
  • Leads managers and/or directors across key functional areas-market leadership, product, operations, and sales/outreach-to ensure business goals are met.
  • Oversees operations and directs initiatives related to enterprise contracts and communications.
  • Guides departments in developing and maintaining policies that ensure compliance with all state and federal regulations.
  • Ensures readiness and execution of all required federal and state audits related to plan performance.
  • Manages health plan activities and functional budgets tied to the Duals business.
  • Develops and motivates staff, overseeing employment decisions, performance reviews, compensation, and disciplinary actions.
  • Collaborates with local market leadership to drive national product strategy, expand service areas, and explore new market opportunities.
  • Provides guidance to Local DSNP Program Managers and Community Development teams
  • Partners with local Medicare leadership to ensure operational efficiency and optimal resource allocation across network, care management, STARs, and compliance.
  • Works with Medicaid business development and market leaders to identify and pursue shared growth opportunities.

Pay Range
The typical pay range for this role is:
$220,000 - $320,000

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.

Experience
  • 15+ years of healthcare industry experience, including Medicare, Medicaid, and Exchange programs.
  • Deep expertise in Duals-specific programs such as FIDE SNP, and DSNP.
  • Proven success in value-based contracting and integrated care models.
  • Experience leading large-scale, cross-functional initiatives in matrixed environments.
  • Familiarity with CMS regulations, NCQA, HEDIS, and federal/state compliance frameworks.
  • Familiarity with CMS requirements for D-SNPs, and FIDE SNPs.
  • Understanding of state Medicaid contracts, integrated care models, and SNP advisory committee mandates.
  • Strategic leadership with the ability to synthesize vision and deliver on concurrent initiatives.
  • Financial acumen in managing P&L, budgeting, and cost structure optimization.
  • Analytical thinking and data-driven decision-making.
  • Strong communication and influence across executive stakeholders.
  • Compliance and audit readiness expertise.
  • Track record of developing and empowering talent, fostering open dialogue, and promoting cross-boundary collaboration.
  • Ability to navigate complex organizational structures and influence change at all levels.
