Leads Agile implementation across new programs and products, establishing scrum team structures, coaching through change, and managing Agile Practice Leads. Owns delivery of cross-functional, cross-domain technology initiatives. Contributes to enterprise technology strategy and product alignment including selection of new processes, influencing product model implementation, and execute on technology solutions. Develops and executes strategies to monitor and measure team performance through established metrics, promoting self-organization, autonomy, and continuous improvement. Collaborates with Product Owners, Technology Leads, and Executive Stakeholders to drive outcomes and long-term value through Medicare and other strategic initiatives. Oversees a budget of $35M-$50M and directly leads 10-12 Agile Practice Leads (Scrum Masters, Program Managers). Drives staffing strategy, talent development, and succession planning to build high-performing, future-ready teams.What you will do

  • Lead enterprise delivery of multiple, highly complex technology initiatives aligned to government lines of business.
  • Partner with Technology and Product teams to execute delivery of value-based outcomes based on the product roadmap.
  • Contribute to business objectives and strategies to increase productivity and enable faster time-to-market for products and features in order to stay competitive in a rapidly evolving market.
  • Manage annual portfolio budgets of $35M - $50M and a team of 10-12 scrum masters and program managers.
  • Identifies initiative delivery risks and issues, and manages through to mitigation and resolution.
  • Drive Agile adoption across the organization including engage with executive stakeholders to communicate Agile value, influence prioritization, and support strategic decision-making.
  • Drive business outcomes by increasing productivity, accelerating time-to-market, and enhancing cross-functional collaboration.
  • Develop and execute change management plans to support Agile transformation and sustainability.
  • Define and manage metrics and reporting standards to provide visibility into Agile performance and inform continuous improvement.
  • Lead talent development initiatives, including coaching, mentoring, and succession planning.
  • Contributes to top-level decision making on delivery governance and compliance protocols to ensure adherence with organizational policies, standards, and regulations.
Location: Hartford, CT or Pittsburg, PA hybrid highly preferred. Will consider remote.Required Qualifications
  • 10-15 years of professional experience, including 3-5 years in people management roles.
  • Experience managing budgets
  • Strong execution and delivery skills, with a focus on planning, risk mitigation, and stakeholder engagement.
  • Proven experience implementing Agile practices in complex, cross-functional environments.
  • Familiarity with additional software delivery methodologies including SAFe and Waterfall.
  • Demonstrated ability to influence enterprise strategy and lead large-scale transformation initiatives.
  • Mastery of problem-solving, decision-making, and growth mindset principles.
  • Experience with innovation management, emerging technologies, and digital transformation.
Preferred Qualifications
  • Agile Certification (e.g., SM, RTE, SPC, ICP-ACC) preferred.
  • PMP Certification preferred.
Education

Bachelor's degree preferred/specialized training/relevant professional qualificationPay Range

The typical pay range for this role is:$144,200.00 - $288,400.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.Our people fuel our future.
