Senior Manager Policy, Advocacy and Government Affairs, Germany (m/f/x)

(Fulltime / permanent/Location: Berlin or Frankfurt)

The Opportunity

You will serve as a key point of contact with policy and public affairs stakeholders in Germany and the Hesse state, and report to the Head of Policy, Advocacy and Government Affairs for Germany and Emerging countries. You are responsible for monitoring, advancing and analyzing the impacts of policy developments, for supporting the execution of CSL Behring's policy engagement and advocacy strategies to shape government policy, legislation (especially in the ATMP and PDMP space) and/or regulations to advance CSL Behring's priorities in the country.

In this role it is crucial to execute the public affairs and stakeholder engagement strategy to build CSL Behring's profile and impact with key stakeholders, including by leveraging and supporting CSL Plasma and Innovation footprint in Marburg with German-federal ad Hesse policy makers and other influential stakeholders, and to ensure that the organization's interests are represented and protected in policy formulation and the development of market rules and procedures, including through targeted engagement in trade associations bodies and stakeholder dialogue platforms relevant to our portfolio and pipeline.

The person in this role will be expected to put patients and plasma donors at the forefront of our vision for delivering value to address unmet medical needs.

The Role

  • Support the execution of strategic plan to drive public affairs priorities that enable the success of CSL Behring's business and patient access to our therapies in Germany.
  • Support the coordination of CSL business units' (CSL Plasma, CSL Behring, and CSL Vifor and CSL Seqirus) company engagement with government officials, industry associations, and other stakeholders in Germany. Identifies opportunities and synergies for company wide engagement in Germany and works with the PAGA EU team to support EU advocacy with German stakeholders as needed.
  • Supports the PAGA Senior Director in the development of internal policy analysis and updates to senior company leaders and the PAGA EU team.
  • Plays a critical role in defining policy advocacy priorities and positions, working with the EU PAGA team, the German PAGA Head and with other functional teams in the German affiliate e.g. Therapeutic Areas Commercial and R&D, Market Access, Communications, and Regulatory.
  • Represents CSL Behring in relevant working groups of key industry associations and in stakeholder or bilateral meetings with key policy makers.
  • Plays a key role in the development and execution of the external engagement plan to ensure strong relationships and impactful communications with key public affairs stakeholders in Germany.
  • Is a key interface partner and relationship manager with patient advocacy groups, and works closely with Medical Affairs and Communications teams on patient group engagement and corporate communications strategies and programs in Germany.

Your Skills and Experience:
  • Graduate/professional degree in law, public health, political sciences or similar disciplines preferred.
  • Minimum 7 years of experience in healthcare policy/public affairs or comparable fields
  • Experience designing and leading efforts to build company profile and impact with important healthcare public affairs stakeholders at the national and local levels
  • Proven track record on the above
  • Experience collaborating with colleagues at multiple levels of the organization to align on and execute shared goals
  • Strong understanding of the workings of major government/public authorities and healthcare industry associations
  • Experience partnering with patient groups to advance shared goals
  • Strong network of relationships with government officials, industry, patient advocacy, and other stakeholders that are influential in policy formulation
  • Experience in biologics, plasma, or vaccine products industries preferred
  • Location: Berlin or Frankfurt
