Agency Description
The City of Philadelphia Law Department acts as general counsel for the entire City government structure. We provide legal advice to all City officials, employees, departments, agencies, boards, and commissions concerning any matters related to the exercise of their official powers.
The Law Department's civil practice includes unique issues involving public interest in business, health, safety, commerce, civil rights, taxation, and community development. We employ more than 220 attorneys and 100 professional staff to support seamless operations, reduce legal liability for the City, and challenge threats to quality of life impacting the taxpayers of Philadelphia.

The Corporate and Tax Group includes the Commercial Law Unit, Tax Litigation & Collections Unit, Property Assessment Unit, Regulatory Law Unit, and Real Estate & Development Unit.
The Regulatory Law Unit of the Law Department represents the City and its officials in commercial, utility, transportation, environmental, development, regulatory and sustainability matters. The Unit has four divisions – Water, Airport, Environmental and Right-of-Way and Utilities.
The Water Division of the Regulatory Law Unit provides in-house legal services to the Water Department and represents the City and the Water Department in all transactional and regulatory matters relating to the City’s water, sewer and stormwater utility.
Job Description
Position Summary
The Legal Assistant will draft professional services contracts; handle Tax Review Board first level hearings and prepare case files for hearings before the Tax Review Board and Board of Licenses and Inspection Review, assist with information requests, subpoenas, and customer service issues; provide administrative support to the attorneys in the Division. The Legal Assistant will be in-house with the client, Water Department, with the Water Division attorneys, at 1101 Market Street.
Essential Functions
- Handle Tax Review Board first level hearings
- Prepare case files, contact witnesses, and assist attorneys with hearings before the Tax Review Board and the Board of Licenses and Inspection Review
- Handle information requests and subpoenas by contacting the appropriate divisions and gathering records
- Facilitate Right to Know request responses
- Assist with Water customer service issues
- Draft and review professional service contracts and other form agreements and correspondence; facilitate the process of executing contracts
- Organize and file correspondence, documents, and other papers for transactions as requested
- Compile and maintain records of transactions handled by attorneys
- Compile weekly and quarterly reports; and
- Support attorneys and other legal assistants as needed.
Competencies, Knowledge, Skills and Abilities
- Ability to maintain large volumes of documents and data utilizing databases such as SharePoint
- Ability to write and speak persuasively
- Ability to work with multiple City Departments, attorneys and other legal assistants
- Excellent organizational and time management skills
- Effective and professional oral and written communication
- Ability to work independently and think proactively
- Ability to manage and prioritize numerous assignments
- Computer skills required/desired for the position include:
- MS Office (Word, Excel, Outlook, SharePoint One Drive, Powerpoint)
- Google Drive (Docs, Sheets, Slides, Forms)
- Spreadsheets (Excel, Google Sheets)
- Knowledge of legal concepts such as attorney-client privilege and relevance is a plus
Qualifications
A degree in paralegal studies from an ABA approved program is a plus. Candidates who have experience with contract drafting or management or administrative board hearings will also be given additional consideration.

Salary Range: $43,076 to $59,076 – Commensurate with education and experience
