The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The IT Manager for Revenue IT Tax Support is responsible for managing the IT design, implementation, and support of a portfolio of tax related services including the City’s unified tax system (PRISM), forms/payment processing, and cashiering. They will manage productive relationships with internal and external stakeholders and guide the unit in fostering strong and collaborative partnerships between Revenue IT and the Department of Revenue, as well as with central OIT and various outside business partners. In this role, they will lead the team of developers, business analysts, and application support specialists that guides and manages a portfolio of products, projects, and services that align to OIT and Department of Revenue technology strategic priorities and future-state agile, digital City initiatives.
As a member of the Revenue IT leadership team, the IT Manager for Revenue IT Tax Support will help coordinate the unit in supporting the needs of the Department of Revenue and OIT.  They are expected to work with the IT Director for Revenue IT and other departmental leaders to assist in cultural and technological transformation within the department while promoting a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within their area.
 

Essential Functions
Management
•    Builds, supports, and expands a culture that is supportive of diversity, equity, and inclusion where employees from all backgrounds can succeed and thrive.
•    Trains and coaches employees under their supervision.
•    Plans and conducts performance appraisals of employees under their supervision.
•    Manages collaborative, cross-functional teams comprised of IT staff and/or business unit constituents and vendors/service providers.
Operations
•    Manages roadmaps for various product portfolios related to Tax IT support in collaboration with departmental team members, Revenue partners, and constituent stakeholders. Coordinates the development and implementation of major project timelines where appropriate.
•    Follows effective relationship and project management processes, including appropriate metrics and tools to report on the effectiveness of those relationships, projects, and project portfolio.
•    Conducts regular reviews, priority-setting, and planning sessions with Revenue partners. Serves as an advocate for those priorities/plans.
•    Analyzes performance of activities and documents resolutions, identifies and remediates problem areas, and devises and delivers solutions to enhance quality of area’s systems and services.
•    Monitors request handling and escalation policies and procedures; manage the processing of incoming requests to ensure courteous, timely, and effective resolution of end user issues.
•    Tracks and analyzes department and/or service trends and generate reports for internal and external audiences.
•    Keeps the Revenue IT Director informed of current and potential issues, activities, operational outages, and any other risks that might jeopardize or degrade IT service delivery.
•    Coordinates project activities for certain IT related projects.

Relationship Building
•    Builds and maintains collaborative and consultative relationships with Revenue and serves as their primary point of contact for IT coordination of services, communication, and assessment related to PRISM and other tax related systems.
•    Gains an understanding of Revenue’s goals, strategies, processes, and requirements.
•    Reports regularly to Revenue IT leadership on Revenue related Tax IT projects, services, and support.

Competencies, Knowledge, Skills and Abilities
•    Proven track record managing complex projects.
•    Ability to solve business problems and develop user/business-driven technology strategies and plans.
•    Strong written and oral communication skills (including ability to present ideas in user-friendly, business-friendly and technical language) and interpersonal skills with a focus on rapport-building, listening and questioning skills.
•    Proven analytical and problem-solving abilities, including ability to anticipate, identify, and solve critical problems.
•    Exceptional customer service orientation.
•    Experience with the FAST GenTax platform is highly desired but not required.
 

Qualifications

We care more about what you can do than where you learned how to do it.  That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well.  The ideal candidate will have at least three years of supervisory, management, or project management experience.

Additional Information

Salary Range: $90,000 - $100,000

Starting salary to be determined based on experience and qualifications.
