The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
As the Manager of Platform Engineering (Police), you will be responsible for overseeing the design, development, and operation of our core infrastructure and Data Center, ensuring that our platforms meet the highest standards of performance, security, and reliability. You will lead a team of platform engineers and collaborate with cross-functional teams to enable efficient software delivery and continuous improvement of our technology stack. Reporting to the Police IT Director, you will lead and grow a team of platform engineering staff and be a key influencer in driving technology, modernization, and optimization strategies for Public Safety. You will also partner with IT leadership across City of Philadelphia departments to support the business strategies. As part of this work, you will have responsibility for making recommendations clearly linked to the department’s strategic goals. You should have a results-oriented mindset and foster an environment of continuous improvement.
Essential Functions
• Lead, mentor, and grow a high-performing team of platform engineers.
• Develop and execute a strategic vision for platform engineering, ensuring alignment with police and technology goals.
• Design, implement, and maintain scalable and resilient infrastructure using modern technologies.
• Collaborate with development, security, and city IT teams to streamline processes and implement systems.
• Ensure platform security, compliance, and best practices are followed across all environments.
• Enhance and ensure compliance with system policies and procedures.
• Monitor system performance, troubleshoot issues, and optimize platform reliability and availability.
• Evaluate and implement new technologies and tools to enhance the platform’s capabilities.
• Establish and track key performance indicators (KPIs) to measure the success of platform initiatives.
• Manage Projects to ensure timelines and goals are met within specified timelines.
• Foster a culture of innovation, collaboration, and continuous improvement within the engineering team.
• Evaluate Police/Public Safety projects and make recommendations regarding infrastructure and service needs
• Review and make recommendations on system implementations including but not limited to: analyzing user needs, processes and workflows, government reporting requirements.
• Ensure compliance with architectural standards, approaches and objectives while forging strong working relationships with internal IT teams and department stakeholders.
• Understand the methodologies and best practices to address cyber security threats
• Ensure continuous, efficient and responsive support for Police/Publics Safety strategic goals and initiatives
• Confer with Police CJIS Officer to ensure CJIS standards and best practices are met
• Provide timely and high-quality reports and briefings on architecture roadmap, strategic initiatives and architecture metrics to IT Leadership

Knowledge
• Experience implementing top-of-rack/aggregation/distribution switching, converged infrastructure, hyper-converged infrastructure, and software-defined Data Center services
• Knowledge of scripting languages (Ansible, PowerShell, Terraform, etc.).
• Prior experience in high-availability, disaster recovery and distributed systems architecture.
• Experience with Cloud and Hybrid networks
• Demonstrable knowledge of database structure and theory
• Working knowledge of SDLC activities with a focus on continuous improvement
• Knowledge of federal, state and other regulatory compliance including, but not limited to CJIS, PCI, and HIPAA, is strongly preferred

Qualifications
• Bachelor’s degree in Computer Science, Engineering, or Equivalent Experience.
• 7+ years of experience in software engineering, application support, or platform engineering roles.
• 3+ years of experience in a leadership or managerial role within a technology organization.
• Strong expertise in infrastructure (Server Administration, Endpoints, DB, Data Center operations, Networking, Security, etc.).
• Proficiency in technologies such as Active Directory, Virtualization, Software Deployment, Application/Server monitoring,
• Deep understanding of security best practices, networking, and system administration.
• Strong problem-solving skills and the ability to manage multiple priorities in a fast-paced environment.
• Experience managing projects affecting large user community’s, 5000+ Endpoints.
• Excellent communication and stakeholder management skills.
• Experience with Change Management, Budgeting, Incident Management and Cloud Based Computing.
Additional Information
Salary Range: $105,000 - $115,000
Starting salary to be determined based on experience and qualifications.
