The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

OIT is currently recruiting for an IT Manager assigned to the Streets Department unit. The unit supports the Department of Streets and Department of Sanitation which play critical roles in ensuring commerce, development, and quality of life for residents. The IT Manager is responsible for overseeing Department application development and deployment and geographic information systems (GIS). The successful candidate ideally would possess business-centric skills and business backgrounds, and can be both a strategist, innovator, and technology broker. 

Essential Functions

•    Lead, manage, and mentor employees in business units developing applications and applying GIS tools
•    Oversee, manage, and or participate in projects involving design, development, and implementation of software applications.
•    Oversee, manage, and or participate in projects implementing commercial-off-the-shelf (COTS) and custom contractor developed software applications and tools.
•    Lead systems integration and upgrade activities supported by the IT unit.
•    Lead and/or participate in the development of RFPs, evaluation of proposals, and selection of vendors.
•    Manage projects in a complex environment involving multiple stakeholders and multi-disciplinary teams including development and tracking of scope, schedule, and budget.
•    Manage funding and vendors providing development and support services.
•    Manage and provide support to users of Department software applications and GIS 
•    Develop, edit, and maintain geospatial datasets and databases.
•    Complete technical documentation of such datasets and processes.
•    Analyze permit, licensing and code enforcement data for reports, dashboards, and presentations.
•    Write SQL queries and construct views which support analysis and reporting.
•    Prepare and execute workflows, ETL, and geoprocessing tools through scripting languages including Python and SQL for dashboards, process automation, and integration into software applications.
•    Create and prepare miscellaneous hardcopy maps, web maps, and reports on an ad hoc basis for executive staff, sometimes with quick turnaround times.
•    Prepare and maintain project status reports as needed for the Streets IT unit.
•    Prepare and deliver presentations and/or training sessions on applications, GIS and related technology, and tools or procedures for departmental and City staff on as needed basis.
•    Participate in meetings and events within the department and citywide GIS community.
•    Other related duties as assigned.

Competencies, Knowledge, Skills and Abilities

•    Experience managing projects, operations, and staff towards defined outputs and business continuity.
•    Proficiency using the ESRI ArcGIS Platform including ArcGIS 10 software suite and/or ArcGIS Pro for editing, data creation, analysis, and map production.
•    Proficiency authoring scripts and code in one or more programming languages such as Python or C#.
•    Proficiency with SQL Server including writing complex queries and joining and appending tables.
•    Experience in maintenance of versioned and non-versioned spatial data in ESRI ArcSDE 10.x
•    Familiarity with ArcGIS Online map publishing, ArcGIS Portal, and tools including, but not limited to, Web App Builder, Experience Builder, ESRI Dashboards.
•    Familiarity with mobile mapping tools including ESRI’s Collector, Field Maps, and Survey 1-2-3 apps.
•    Experience with data visualization and graphics tools for the creation of dashboards and widgets.
•    Working knowledge of SDLC principles with a focus on continuous improvement.
•    Familiarity with project management methodologies including waterfall and agile.
•    Ability to facilitate meetings, discovery sessions, and status reporting.
•    Ability to communicate technical processes and issues with business staff and management.
•    Ability to create and maintain good working relationships and collaborations with other business units, stakeholders and while being able to work independently and take initiative. 
•    Excellent written and oral communication skills.
•    Demonstrated problem solving and issue management skills.
•    Proficient in project planning, project management, and time management. 
The following skills are desired but not required:
•    Experience with Trimble/Azteca Cityworks Permitting and Licensing and Asset Management System
•    Experience applying GPS for fleet management including ESRI GeoEvent server or Velocity.
•    Experience working in Git and Github 
•    Experience with Transportation and Sanitation applications, GIS, and data supporting planning, workforce management, engineering, permitting, and enforcement.
•    Experience with front-end application development and computer science fundamentals.
•    Experience providing training, presentations, or seminars
 

Qualifications

Bachelor’s degree from an accredited college or university which has included major course work in Information Systems, Geographic Information Systems (GIS), Geography, Urban Planning, Natural Resources (analytical focus), Statistics, Computer Science, or Civil Engineering. A post-graduate degree is a plus. 5-year relevant working experience if no college degree. 

Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources.

5+ years management experience is required which may be any combination of general, functional, or project management.

Experience in a federal, state, or local government environment is a plus
Experience in organizational change management is a plus
 

Additional Information

Salary Range: $105,000 - $114,000

Starting salary to be determined based on experience and qualifications.
