The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

This position is a Departmental IT Director within the Office of Innovation & Technology and is assigned to the Department of License and Inspection (L&I).  Under the direction of OIT’s Chief Information Officer and the L&I Commissioner, the role has management-level responsibility for planning and directing the activities of L&I’s departmental information systems by leading technical administrators, support staff, consultants, and vendors. These activities and staff are managed in coordination with the Office of Innovation and Technology. 


In this leadership role, you will be responsible for IT operations within the Department of License & Inspections and provide effective and efficient support for all third-party and internally managed IT infrastructure that supports business processes across municipal government. Working closely with the Office of Innovation & Technology, you will develop and execute strategy for infrastructure and operations and ensure that it aligns with the broader business strategy of the City and the Department of License & Inspections.

As the IT Director for L&I, your responsibilities will include:

  • Acting as technology liaison between L&I and the Office of Innovation & Technology to ensure coordination between the technology operations of both organizations 
  • Overseeing and supporting L&I’s technology systems that are critical to the City’s business processes
  • Enhancing L&I technology systems through analysis, planning, and execution
  • Building and maintaining collaborative relationships with other IT leaders across the City to develop a clear understanding of business needs and strategies for supporting them
  • Coordinating with OIT on L&I’s annual operating and capital budgets for technology and managing expenses for those budgets
  • Researching best practice technologies to support L&I operations with a focus on innovation and cost savings
  • Fostering a business-oriented culture and mindset driven by continual service improvement
  • Managing L&I technology staff through a combination of leadership, coaching, and direction
  • Developing departmental security systems, disaster recovery protocols, and continuity of operations plans in coordination with OIT

Qualifications

  • BA/BS degree or an equivalent combination of education and experience
  • Eight plus years of relevant work experience including five or more years of direct IT management work
  • Experience/knowledge of contract negotiation and subsequent vendor management
  • Experience and success managing programs and projects 
  • Experience in budget planning and financial management
  • Desire to work in a mission driven environment

Additional Information

Salary Not to Exceed: $120,000

Starting salary to be determined based on experience and qualifications.
