Agency Description

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

The Office of Risk Management is a unit of the Office of the Director of Finance works to reduce the financial impact of claims, lawsuits and employee injuries to the City, to reduce the corresponding frequency and severity of these events and to provide a safe environment for employees to work and the public to enjoy. 

 

Job Description

The Deputy Director of Finance for Risk Management is the City’s primary risk official.  The City is seeking an experienced risk management professional, who is a collaborative team player, to lead our team of insurance, safety, and claims experts.  .  The Risk Manager will implement and utilize a variety of systems to identify and mitigate possible risks to City operations.  Managing a staff of 30 professionals focused on four core areas of risk management operations:

  1. Maintaining and enhancing programs for worker safety,
  2. Providing for contractual risk transfer and risk financing via a program property and casualty insurance purchase,
  3. Managing third-party claims adjusting and property damage claims cost recovery, and
  4. Providing medical care and financial compensation for injured workers. 

The Risk Manager reviews, evaluates and improves these programs working with department commissioners, the Managing Director and City leadership to effectuate improvements to the City’s risk profile. 

Essential Functions

  • Provides guidance, support, and direction to subordinate managers overseeing programs in the Risk Management Division. 
  • Identifies and mitigates potential hazard risks to the City; develops and coordinates programs to manage these potential risks. 
  • Advises City leadership on issues and policies related to risk.
  • Coordinates, procures and manages the City’s property and casualty insurance program including management of Owner Controlled Insurance Programs (OCIPs).
  • Manages the City’s workers compensation program including managing the third-party administrator responsible for administering this program for the City’s 30,000 employees
  • Protects the safety and health of City workers and operations and provides a central safety team to advise and support departmental safety efforts.
  • Performs risk audits of City operations to assess the way the City previously handled risks while seeking opportunities for improvement.
  • Works with City departments to make risk-avoiding adjustments to current methods of operation in order to minimize future risks.
  • Provides training and education to City staff so that they can be aware of risks and work to avoid them.
  • Oversees a risk management staff of more than 30.
  • Trains, guides, and assists other agencies with risk and insurance; provides training and support for City personnel.
  • Collaborates with the Law Department, other City departments and outside business partners to achieve departmental mission and goals.

Qualifications

Completion of a bachelor’s degree in risk management or other related field from an accredited college or university is required. Related experience may be substituted for educational attainment.  A minimum of seven (7) years of demonstrated achievements and progressive responsibilities in an organization with large and diverse risk profiles, including the administrative responsibility for the development and maintenance of Workers' Compensation, loss control, property and casualty insurance, and safety engineering programs.

Preferred Qualifications

Master’s Degree in Risk Management, Finance, Public Administration, Safety or other related field and ten (10) years of progressively responsible experience.

Salary Range: $150,000 - $165,000
