Agency Description

The mission of the City Treasurer’s Office (CTO) is to safeguard City funds, serve as the disbursement agent for all City-related payments, and invest those funds that are in excess of the amount needed to meet daily cash requirements in accordance with the City’s investment policy. The CTO works to improve and maintain the City’s credit ratings and manages new and outstanding debt. 

Position Summary 

The Bank Administrator will assist in the implementation and on-going management of the City’s purchasing card or “p-card” program. P-card programs act as a replacement for small checks and petty cash transactions. This position reports to the Deputy City Treasurer for Banking. Responsibilities will include daily management and administration of all card products, departmental requests and documentation related to card products and related bank accounts, reimbursements and rebates, and related support. 

This position is a new role and will oversee the development of a p-card pilot and related policies and procedures with the goal of expanding the program based on the pilot phase experiences. 

Tasks include following policies and procedures in order to carry out the daily business objectives of the City Treasure’s Office and assisting City departments with treasury and banking needs: 

Essential Functions 

  • Act as a liaison between internal City cardholders, the bank, and departments who support purchasing functions, including: Office of the Director of Finance and Procurement Department. 

  • Manage, review, and obtain necessary approvals for complex requests for exception transactions based on critical review and policy information. 

  • Input and manage cardholder information within the bank and internal systems, process new card applications and close card profiles when needed. 

  • Assist departments with banking needs and bank and card product maintenance requests, troubleshooting, audit request and overall policy compliance. 

  • Adhere to and enforce policy compliance; document any policy violations or late submissions for review by management. 

  • Complete documentation for new and existing bank and custody accounts; prepares correspondence and proposals directed to and for cash management. 

  • Communicate clearly and authoritatively, orally and in writing. Exercises discretion, and independent judgment. 

  • Develop, prepare and review reports. 

  • Assists with project assignments, audit requests, and financial reporting. 

  • Supports treasury banking and accounting operations and helps develop strategies to maximize efficiencies, safeguard assets and minimize costs. 

  • Understand and manage appropriate procedures and processes around month-end and quarter-close activity and bank reconciliations.  

  • Assists with banking related Requests for Information (RFI’s) and Requests for Proposal (RFP’s), including initial drafting, reviewing responses, or participating in implantation of new banking services. 

  • Maintains an overall perspective and thinks analytically. 

  • Operates a personal computer utilizing programs included in Microsoft Office and various City specific operating systems functions and systems software, including treasury management software. 

  • Other duties or related projects as assigned. 

Qualifications

Education and Experience 

  • Bachelor’s Degree with 3+ years of experience in financial or administrative fields (accounting, finance, business administration, or related field)  

OR 

  • Seven (7) years of experience in administrative experience, banking, treasury operations, or related field.

  • Ability to establish and maintain effective working relationships. 

  • Ability to organize and handle multiple projects through to completion. 

  • Ability to identify work priorities and manage workload independently. 

  • Strong working knowledge of Microsoft Office Suite Programs including but not limited to Outlook, Word, Excel, and PowerPoint 

  • Excellent customer service and communication skills (written and verbal). 

Work Environment 

Office environment with low levels of noise, adequate lighting and comfortable temperature.

Salary Range: $65,000- $75,000
