Position Summary
The Senior Manager, IT Program Management for Enterprise Business Systems is responsible for the management, staffing and execution of the project portfolio assigned to Enterprise Business Systems in accordance with IT PMO standards. This position will also be responsible for developing and coordinating presentations for Finance and Business Systems Integrated Steering Committee (ISC) meetings, which include providing summary statuses for in flight projects, facilitating development of business case presentations with business leaders, and reviewing the project portfolio for completed, in flight and pending projects. This Senior Manager will work closely with business leaders, IT directors, program managers, project/system analysts and distributed project managers, scattered throughout the IT organization.
This position will report to various IT senior leadership, and will work with all IT senior leadership, business partners and cross functional teams to successfully develop PMO standard templates, requiring disciplined and sustainable approach to sound project management practices. This position will develop repeatable processes from project initiation to execution, including developing post-implementation standards, working closely with stakeholders. This position will also work with external vendor partners to effectively balance multiple projects and develop detailed project documentation to include business requirements, project plans, project schedules, workflow solutions, risk mitigation plans, and project status reports/communications as required. This position will have oversight to general project management deliverables with concrete, measurable results, including monthly dashboards on milestones and against the budget (burned and earned).
This position will be responsible for instituting strong project management discipline as well as initiating project governance processes for project in-take based on strategic priorities of Enterprise Business Systems and the Finance and Business Systems ISC in alignment with the IT PMO. This position will help facilitate and drive project management rigor and standards across all of IT, as well as align with stakeholders of Transformation Office and the Internal Review Committee at City of Hope. This position must be a self-starter, self-motivated, results-oriented, while being effective in project/people/process management in a "start-up" capacity, with level-headedness.

Key Responsibilities include:

Managerial Responsibilities:
  • Partners with executive leadership, business and IT project team members to ensure that project delivery aligns with business strategic objectives and priorities
  • Creates executive-level business cases for project funding and leadership decisions
  • Help create/develop a PMO with rigor and discipline that ITS needs to drive excellence and efficient execution of projects/programs
  • Manages distributed PMs in business units (dotted line) and provides common tools and templates to drive standardization (as much as feasible)
  • Manages a team of three systems analysts and programmer/analysts to support and optimize all marketing and development information systems.
  • Responsible for hiring, termination, and completing performance evaluations for
  • subordinate staff. Develops performance improvement strategies and refers to HR, as appropriate.
  • Manages budgets up to or exceeding $50M in Capex and Opex.
  • Manages the successful delivery of multiple, multi-year projects with key stakeholders, while prioritizing timelines for delivery and execution
  • Drives project risk management and mitigation through established governance processes and procedures
  • Possesses critical thinking and creative problem-solving abilities to craft solutions "outside of the box"
  • Monitors performance of project delivery to ensure alignment to the approved business case, design, and committed timeline
  • Ensures adherence to project schedules; aggressively monitors project budgets; and reallocates resources to avoid budget or schedule variances
  • Provides financial metrics, value realization, and other strategic reports for executive leadership, business stakeholders, and IT team
  • Collaborates with assigned vendors to build effective relationships and collaborative team environments
  • Continually evaluates methods of undertaking and completing projects more efficiently with new programming techniques, different technology platforms, more technically-trained personnel
  • Monitors the changing technical environment to stay on trend and ahead of market shifts

Technical Skills & Experience:
  • Well-rounded, highly refined senior-level project manager with 10+ years delivering projects at a successful tech corporation or a similar role in a blue chip company
  • Expert knowledge of and a practitioner in M/S Suite - MS Project (or similar project planning tools), managing over 5,000 line items, M/S Excel (including vlook up and pivot tables), Word, Visio and PowerPoint for executive presentations
  • Experience managing projects with core teams of at least 10+ professionals
  • Mastery in managing complex, integrated work plans
  • Excellent communication skills, both in writing as well as verbal
  • Mastery of all current trends in software delivery methodologies (Agile/SCRUM/Waterfall); success in transforming teams to embrace new trends and technologies
  • Expert in the business principles, rules, and regulations affecting the information systems for assigned business units
  • Healthcare industry experience is preferred

Basic education, experience and skills required for consideration:
  • Bachelor's Degree minimum
  • 5+ years of related experience plus 3 years of experience in supervisory/managerial capacity
Preferred education experience and skills:
  • Master's Degree
  • PMP Certification or equivalent
  • Lean Six Sigma Certification or equivalent
  • Experience in project management, business administration, or technical management
  • Must have superb written skills
