Position Description
CGI Federal Inc. is seeking a Drug Pricing and Business Architect Lead to support a project within its Health and Human Services (HSS) Practice. This role will lead strategic initiatives for the CMS IRA program. The successful candidate will lead a team, oversee business operations, and participate in solutioning across a broad range of healthcare functions. This includes diverse settings such as Part D and Part B Medicare & Medicaid programs, Drug Manufacturers, PBMs, and Retail Pharmacy/Dispensers. The role involves assessments for the development and implementation of strategic drug pricing and negotiation approaches for the Federal government.

Candidates within a 50 miles radius of a CGI Federal office will have to report to the office 2 days per week

Your future duties and responsibilities
• Devise and implement drug pricing and payer coverage contracting solutioning strategies to meet the legislative drug price reduction mandates of the Inflation Reduction Act (IRA) of 2022.
• Collaborate with experts and business leaders, leading both quantitative and qualitative pricing/contracting analyses to support the drug pricing/rebate ecosystem.
• Collect, analyze, and integrate cross-functional information from various sources to aid in scenario-planning and customer insight generation.
• Understand the U.S. healthcare market, Medicare Part B and Part D process and data flows, and pharmacy reimbursement processes.
• Work with the solicitation response team to build the business architecture model that will drive the development of information technology/systems that align, and expand, IRA drug pricing mandates and metric objectives.
• Regularly engage with senior leadership to translate strategy into action and communicate the results in a timely manner through disciplined management and performance measurement.

Required qualifications to be successful in this role
• 5+ years of experience in a related field. In lieu of a degree, 7+ years of experience in a related field is acceptable.
• Direct experience leading and implementing pharmacy programs, specifically Medicare Prescription Part B and Part D Drug Program.
• Knowledge and experience with Medicare and the pharmaceutical/drug supply chain.
• In-depth understanding of the current relationships and interactions between drug manufacturers, wholesalers, plan administrators/plans, PBMs, pharmacies/other dispensing entities, and beneficiaries.
• Proven ability to combine vision, creativity, and innovation to solve problems with strong business acumen, well-developed management, and leadership qualities.
• Ability to interpret policy and propose business solutions/initiatives related to the Inflation Reduction Act of 2022 and interpret the IRA requirements for implementation.
• Deep understanding of traditional and innovative approaches to pricing, contracting, and reimbursement across drug manufacturers, payers, PBMs, group purchasing organizations, integrated delivery networks, wholesalers, and dispensers.
• Familiarity with operating regulations in commercial and government segments across payer and practice settings.
• Experience in US pharmaceutical and biopharma pricing, contracting, and reimbursement strategies with commercial and medical payers.
• Ability to work on cross-functional teams with demonstrated ability to influence colleagues through a consultative process.
• Executive-level experience managing analytic, pricing, and contracting dynamics.
• Strong aptitude for hypothesis-driven analytics and outstanding problem-solving skills.
• Previous experience leading an analytics function within the Pharma or Bio Pharma industry preferred.
• Excellent communication and collaboration skills to work with various stakeholders, teams, sponsors, members, vendors, senior management, providers, and pharmacists.
• Experience related to the management and delivery of programs, projects, and work efforts in a portfolio-based environment.
• Strong analytical problem-solving skills and excellent interpersonal skills.
• Ability to effectively communicate both verbally and in writing with customers, team members, and management.
• Proactive and self-starting, with the ability to work independently and in a team environment.
• Exceptional attention to detail.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to: skill set level; experience and training; and licensure and certifications. CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $106,200 - $185,800.
