Position Summary
Under indirect supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program typically consisting of a set of related subprograms or associated activities. Responsible for and oversees the fiscal, operational, administrative, and human resources management of the program(s). Serves as principal point of representation and liaison with external constituencies on the local, state and national level on operational matters and provides day-to-day technical and professional guidance and leadership as appropriate to the area of expertise.

  • Designs and develops programs, goals and deliverable's that support business goals in collaboration with stakeholders. Develop full-scale program plans and associated communication documents. Plan, schedule, and track project timelines, milestones, risks, and deliverable's using appropriate project management tools.
  • Manage program logistics to include outreach and recruitment, program communications, course scheduling, planning, implementation of special events, on- site management of events, and enrollment.
  • Serves as connector between constituents and resources, liaise with various stakeholder groups in the community as appropriate.
  • May oversee the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendation for personnel actions; motivates employees to achieve peak productivity and performance.
  • Develops and implements systems and processes to establish and maintain records for the program. Manages and oversees the administrative and daily operations of the program, ensuring compliance with college, state, and federal policies and regulations. Provides technical and/or professional coordination and leadership in the execution of day-to-day program activities, as appropriate to program objectives and area of expertise.
  • Manages contract, grant, and/or state funding; approves and monitors budget expenditures; prepares budget revisions; provides interim status reports on all accounts; oversees, coordinates, and/ or assists with proposal writing to develop additional funding.
  • May find and implement ways to increase revenue. Generate revenue reports. Solicit business and direct the investment of funds, always adhering to Federal and State laws and regulations.
  • Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports.
  • Assists in producing, developing, advertising, and marketing programs(s) and/or product(s) in various media such as print and video; may assist in developing social media materials, print and digital information sheets, news releases, pamphlets, and brochures.
  • Performs other related duties as assigned.

Minimum Qualifcations:

CNM's Alternative Teacher Licensure Program (ATLP) is currently seeking a Program Manager for our Structured Literacy Initiative, a legislatively funded project focused on strengthening literacy instruction in educator preparation. This initiative partners with local schools to improve PreK-5 student outcomes through high-impact tutoring, structured literacy training, and field-based learning for CNM teacher candidates. The Program Manager will help coordinate this effort by managing partnerships, recruiting and supporting literacy interns, organizing events, tracking deliverables, and providing operational support across all project components.

This is a part-time, limited-term position with funding through June 30, 2026. The ideal candidate will be a skilled communicator and experienced educator who is committed to literacy equity and public education in New Mexico. We are especially seeking applicants with knowledge of structured literacy and/or the Science of Reading, a demonstrated ability to build strong school partnerships, and comfort navigating both K-12 and higher education settings.

Minimum Qualifications:
• Bachelor's degree or higher
• New Mexico Level 2 or 3 teaching license (or equivalent)
Preferred Qualifications (the following will strengthen a candidate's application):
• Experience with structured literacy instruction and/or Science of Reading practices
• Experience mentoring or supporting pre-service or early-career teachers
• Strong organizational and communication skills
• Experience coordinating school- or community-based programs
• Bilingual/biliterate proficiency in Spanish
