Position Summary
The Fleet Compliance Manager provides strategic leadership and oversight of all institutional activities related to fleet operations, vehicle maintenance, driver training, and regulatory compliance. This role is accountable for developing and implementing robust policies and procedures that ensure full adherence to safety, environmental, and operational regulations at the local, state, and federal levels. The position leads efforts to monitor and evaluate vehicle inspections, driver performance, and maintenance schedules to optimize compliance, safety, and operational efficiency. The Fleet Compliance Manager actively engages with internal stakeholders and external regulatory agencies, maintaining up-to-date knowledge of evolving regulations and translating them into actionable institutional practices. This position plays a critical role in risk mitigation, vendor management, and sustainability efforts, including the strategic integration of electric vehicles. The role also oversees internal compliance audits and reports directly on fleet readiness and regulatory alignment to senior leadership.

Duties & Responsibilities
- Supervises and leads the development and implementation of driver training and certification programs, ensuring full compliance with safety, sustainability, and EV operational protocols; monitors training completion and reports progress to leadership.
- Provides institutional oversight for fleet compliance with federal, state, and internal regulations, ensuring alignment with CNM's safety, sustainability, and operational goals.
- Ensures all driver credentials are current and in compliance with regulatory standards; oversees annual Motor Vehicle Record (MVR) checks.
- Conducts ongoing equipment compliance reviews and ensures fleet assets, including electric vehicles, meet performance and regulatory benchmarks.
- Analyzes fleet data to generate actionable insights and maintain compliance and performance metrics-including EV-specific benchmarks-while managing the department's operating budget through forecasting, approving expenditures, and ensuring timely payments for fuel, maintenance, and EV-related investments.
- Oversees vendor contracts related to fleet services, including sourcing, negotiation, invoice processing, and performance review.
- Maintains and monitors p-card activity for fleet-related purchases, ensuring policy adherence and accurate recordkeeping.
- Leads the selection, negotiation, and management of fleet maintenance vendor relationships; reviews and approves all related expenditures.
- Oversees the institutional fleet inventory, ensuring accurate tracking using Smartsheet, Excel, Workday, and other approved platforms.
- Collaborates on the development of the fleet replacement strategy, integrating cost-efficiency, performance, and sustainability metrics.
- Manages acquisition and disposal of fleet vehicles, including coordination with vendors and internal departments.
- Facilitates lifecycle planning and replacement of electric vehicles in alignment with institutional sustainability goals.
- Serves as the designated asset coordinator for all fleet vehicles and is responsible for ensuring completion of the annual vehicle inventory audit.
- Leads initiatives to streamline and enhance fleet operations through continuous improvement efforts, including documentation, form development, and energy management strategies.

Minimum Qualifications:
Bachelor's degree
- AND
- Three (3) years of related experience
OR
Associate's degree
- AND
- Five (5) years of experience
The position requires an unrestricted New Mexico Driver's License
