What will you do?
Bixal seeks a Sr. MEL Advisor for the USAID West Africa Collaborating, Learning and Adapting Platform and Monitor (CLAMP) Activity. This program will enhance USAID/WA’s effectiveness in its economic growth programming by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the region.  
 
The ideal candidate is a solution-oriented, resourceful, engaged, monitoring, evaluation, and learning (MEL) and Collaborating, Learning, and Adapting (CLA) professional with USAID experience who wants opportunities to grow, advance, and shape the future of the international development in MEL and adaptive management.

The Sr. MEL Advisor will be responsible for leading and managing the technical work related to MEL and serve as the point person for all MEL technical activities. They will work with implementing partners on performance monitoring and evaluation and alternative MEL approaches to support evidence-based programming approaches. They will be an excellent writer and public speaker and able to synthesize qualitative or quantitative data with a high level of quality. A mid- or senior-level professional —they can provide technical oversight on all types of MEL deliverables. They are a leader who wants to help improve how development is delivered and are passionate about data and learning.

Responsibilities

  • Lead and manage the MEL technical program activities. 
  • Lead a team that will work with Implementing Partners (IPs) to design and conduct evaluations, analyses, assessments, and studies to meet the Mission’s need for learning and evidence-based programmatic decision making in the economic growth sector.  
  • Lead the development of effective monitoring tools including adoption of digital and virtual tools and geographic information system (GIS) technologies for monitoring performance at the project and activity levels.  
  • Oversee the review evaluation plans and work to ensure the quality and utility of performance monitoring data.  
  • Participate in the design and delivery of training on MEL to Mission staff and partners, as appropriate on latest performance management and monitoring and evaluation techniques including complexity aware monitoring approaches and on remote monitoring and data collection.  
  • Collaborate in the development of the work plan, inception report, facilitation guide or evaluation design as required.   
  • Work as a solution-oriented team member.  
  • Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums.  

Qualifications

  • Master’s degree in international development, Monitoring and Evaluation, Public Studies or a related field.
  • At least 8 years of experience in research, planning, and monitoring of donor-funded projects.
  • Demonstrated experience in monitoring and evaluating economic growth, agriculture, resilience, food security related activities projects.
  • Demonstrated experience in developing and implementing comprehensive M&E systems.
  • Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.  
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E.
  • Familiarity with programming development assistance (experience in economic growth strongly preferred).
  • Experience providing capacity building on MEL and adaptive management. 
  • Ability to work effectively in a multi-country and multi-cultural setting as demonstrated by past experience.
  • Familiarity with USAID’s Evaluation Policy and related guidance on MEL approaches. 
  • Fluency speaking, reading and writing in English and French.
