What will you do?
Bixal, a fast-growing consulting services firm based in Fairfax VA, is seeking a BD/Capture Manager to join our dynamic Strategic Growth team. The candidate will lead business development efforts specifically for health or federal civilian agencies. The BD/Capture Manager will leverage their understanding of the federal BD lifecycle to develop a pipeline by identifying and qualifying long-term capture opportunities. The successful candidate is proven at forging connections and leading successful end-to-end capture efforts.

Responsibilities

  • Identify, qualify, and pursue a robust list of targeted business development opportunities among Bixal's target agencies, establishing a strong pipeline with a high win probability. 
  • Serve as 'opportunity champion' for the highest visibility, most transformational bids within Bixal.
  • Leverage network of partners and clients to develop market insight on requirements, acquisition strategy, timing, and potential contract vehicle choices.
  • Partner with Bixal's program and delivery teams to collectively catalog, qualify, and mature new business opportunities.
  • Bring a deep appreciation for the application of HCD, CX, 21st Century IDEA, USWDS, etc. when positioning Bixal for the support of highly-visible, highly-scrutinized constituent platforms.
  • Architect and lead structured capture planning activities to include market positioning, client relationship development, teaming, and pricing strategies.
  • Partner with technical leads to form programmatic solutions that are differentiated, cost-effective, and meaningfully achieve client objectives.
  • Participate and/or lead BD planning activities, to include pipeline reviews, opportunity gate reviews, win theme and discriminator workshops, and proposal reviews.
  • Understand and incorporate market trends, mission priorities, and customer goals to envision, shape, and close opportunities.
  • Regularly attend industry events to represent Bixal and form highly effective relationships with Government clients and industry partners.
  • Brief capture status to senior management at specified milestones in the business development process.
  • Perform other duties or special projects as assigned.

Qualifications

  • Bachelor's degree in Business, Marketing, Communications or a related discipline.
  • 5 years of related work experience in Federal business development.
  • Material and recent experience with federal civilian or health agencies aligned with Bixal's target market.
  • Working knowledge of capture, proposal architecture, and white paper development.
  • Experience managing and promoting GSA contract vehicles.
  • Working knowledge of the major Federal Acquisition Regulation (FAR) principles.
  • Excellent oral and written communications skills.
  • Acute attention to detail and excellent organization skills.
  • Ability to develop relationships with clients and partners.
