About This Role:

As the Program Manager for External Workforce Solutions, you will be an integral member of the procurement team, charged with supporting the global Non-Employee program. This dynamic role involves managing program governance, operations, and reporting while ensuring clear and strategic communication with business leaders. You will serve as the primary point of contact for Non-Employee incidents, queries, and business support, providing valuable insights and solutions. Your efforts will contribute significantly to maintaining a compliant external workforce population, aligning with business objectives, and enhancing operational efficiency. By collaborating with Business Owners, Vendors, and Global Business Services (GBS), you will help drive strategic initiatives that support the overall business structure and its long-term goals.

What You'll Do:

  • Develop and execute Standard Operating Procedures (SOPs) for business non-employee consultation processes. Understand business workflows related to sourcing, onboarding, and execution of Procurement of Business Services (PBS) contracts. Build an inventory of business and technology constraints and propose optimal engagement strategies that meet risk-reduction requirements. Effective communication and the ability to align non-employee processes with business needs will be essential.
  • Support category managers in conducting risk assessments for new vendors identified via Vendor Risk Management (VRM), purchase requisition/purchase order processes, or historical spend analysis. Lead them through change management initiatives, including classification guidance, Fieldglass usage, non-employee country-level risks, and best practices for handling complex PBS contracts.
  • Lead the identification and implementation of risk mitigation plans in non-deployed countries, in collaboration with the HR Policies & Programs (P&P) team and the Senior Analyst. Develop deployment strategies at the country level, gain executive alignment, design and deliver training, capture stakeholder feedback, and establish performance measures to track change effectiveness.
  • Maintain a structured inventory of continuous improvement ideas and conduct cost-benefit analyses and kaizen sessions to enhance non-employee workforce processes. Improve supporting systems and tools such as Oracle, VRM/S2P, Fieldglass, and various buying channels, applicable across both deployed and non-deployed countries.
  • Build and nurture relationships with change champions across key business areas including IT, Pharmaceutical Operations & Technology (PO&T), Commercial, Scientific, Manufacturing, Engineering, and Facilities. Create and execute a consistent cadence for check-ins, updates, and change implementation related to evolving business processes and technologies.
  • Partner with the HR P&P team to identify where unique business processes (e.g., internally developed tools like ScopeDeliver) may introduce risk. Recommend action plans that balance business needs with compliance requirements. Demonstrate the ability to assess and manage trade-offs between speed and risk throughout procurement and payment workflows.

Required Skills:

• Minimum 7-10 years of relevant experience, including 5+ years in a project/program management position.
• Experience negotiating contract and commercial terms and conditions (3+ years) and working with business reporting.
• Proven track record in global business services environments, with a strong customer focus and operational support experience.
• Ability to prioritize complex, competing initiatives; strong multitasking, problem-solving, and critical thinking capabilities.
• Exceptional analytical abilities with a demonstrated capacity to tell a compelling story using data, metrics, and technology.
• Strong interpersonal skills with the ability to collaborate across functions, influence decisions, and gain acceptance at all organizational levels.
• Self-motivated and capable of operating independently with limited oversight; strong sense of accountability.
• Excellent verbal and written communication skills; able to effectively engage both technical and non-technical audiences.
• Preferred experience with business platforms and external workforce tools, including Oracle, SAP Fieldglass, Microsoft tools, and Aravo (or similar).
