Job Description
The HR Business Partner is a strategic and operational leader responsible for delivering onsite HR support and transformation for the Costa Rica site and the global GBS organization. This role partners with local and global leaders to advance GBS objectives, ensuring alignment with business goals and compliance with Costa Rican labor laws. The HRBP manages payroll, HR operations, talent management, employer branding, employee engagement, leadership development, succession planning, and supports the setup and growth of new operations. The role also champions transformation projects, process optimization, and digital enablement, while building strong university and community relationships.

Key Responsibilities
• Serve as the primary onsite HR leader and contact for the Costa Rica GBS site, providing guidance on HR policies, procedures, and best practices.
• Manage and oversee local payroll, HR operations, compliance, benefits administration, and employee relations, ensuring accuracy, compliance, and timely execution in accordance with Costa Rican labor laws and global standards.
• Partner with business leaders to identify talent needs, support workforce planning, and drive recruitment, onboarding, and retention activities.
• Develop and implement HR programs and initiatives in talent management, organizational design, employee engagement, and leadership development.
• Lead the design, delivery, and evaluation of leadership development and succession planning programs, ensuring robust talent pipelines and business continuity.
• Drive and support transformation initiatives for the Costa Rica site and contribute to global GBS transformation projects, focusing on process optimization and digital enablement.
• Champion employer brand management, including digital campaigns, community partnerships, and university engagement to attract top talent.
• Create and promote a compelling employee value proposition (EVP) tailored to the Costa Rican market and aligned with global GBS strategy.
• Establish and maintain relationships with local universities and educational institutions to support talent pipelines and internship programs.
• Support the setup and expansion of new operations in Costa Rica, including HR infrastructure, local compliance, and onboarding processes.
• Coach and advise leaders on effective people management, team development, and performance improvement.
• Provide HR data analysis and reporting to support business decisions and monitor key HR metrics.
• Collaborate with the global HR team to ensure consistency and alignment of HR practices across the GBS organization.
• Lead or participate in HR projects and change initiatives, driving continuous improvement and operational excellence.
• Resolve employee relations issues, conduct investigations, and support conflict resolution as needed.
• Maintain accurate HR documentation and ensure audit readiness for all HR processes.
• Monitor and report on HR-related costs, identifying opportunities for cost-efficiency and process optimization.
Qualifications and Requirements:
• Bachelor's degree in Human Resources, Business Administration, or related field.
• 7+ years of progressive HR experience, including direct experience in payroll and local Costa Rican HR requirements.
• Experience supporting a GBS (Global Business Services) organization and leading transformation initiatives preferred.
• Demonstrated experience designing and delivering leadership development, succession planning, employer branding, digital talent attraction, community engagement, and university relations programs.
• Proven experience setting up HR operations in a new location.
• Strong knowledge of Costa Rican labor laws and HR compliance.
• Excellent interpersonal, communication, and problem-solving skills.
• Proficiency with HRIS systems and Microsoft Office Suite.
• Ability to work onsite and build strong relationships with local and global leaders and employees.
• Fluent in Spanish and English.
