Job Description

Responsibilities

This contract position is embedded in the US Army Ground Vehicle Systems Center (GVSC) customer team and serves as the Quality Assurance Coordinator for Ground Vehicle Power and Mobility (GVPM) military ground vehicle laboratories. Develop, implement, achieve accreditation of, maintain, inspect, facilitate internal audits, and prepare for 3rd party audits of the ISO 17025 compliance of Ground Vehicle Power and Mobility laboratories. Oversee/assist in the preparation of ISO 17025 required documentation including the Quality Manual, Policies, Work Instructions, and Standard Operating Procedures. Assist laboratories in corrective actions for deficiencies discovered. Assist in evaluating, achieving, and maintaining laboratory compliance with Laboratory Quality Management System (LQMS) and ISO 17025 and with other standards as applicable to the laboratory's work. Maintain a comprehensive training program concerning the quality system and test equipment control/utilization. Responsible for maintaining GVPM calibration program to ensure requirements of the quality system are met.

Position Summary

Leads highly complex process and product related activities supporting internal operations and supplier qualifications. Ensures control and improvement of testing and processes through the development of standards and procedures. Oversees and manages GVPM LQMS and ISO17025 quality related programs. Reviews and evaluates data anomalies and implements corrective action as needed. Oversees GVPM calibration program. Assist labs with data deduction and uncertainty analysis.

Duties and Responsibilities

Develop, maintain and implement quality system documents including; Quality Policies, Standard Operating Procedures, and Work Instructions within GVPM Test Laboratories, to ensure GVPM laboratories are in compliance with ISO/IEC 17025 General requirements for the competence of testing and calibration laboratories. Has oversight in the annual review and approval of LQMS documents to ensure continued suitability and applicability.

Implement/maintain a calibration program that provides traceability for laboratory test data. Maintain and improve a MS SharePoint based equipment database to track, schedule, and record equipment maintenance and calibrations. Provide technical support on the use of the equipment database for maintaining and scheduling equipment maintenance calibration intervals. Develop Records Management systems compliant with ISO 17025 & Army regulations. Develop a Quality Assurance Check program. Assist laboratories in identification of appropriate acquisitions of equipment to best fit their need. Perform analysis of reported calibration data to identify requirements are met, out-of-tolerance conditions, initiate investigations with lab personnel into impact from anomalies identified during calibration of equipment/systems. Assist in a laboratory environment with in-house calibrations performed.

Provide GVPM laboratories with Measurement System Analysis to ensure customer and specification requirements are met. Support GVPM laboratories with their development of measurement uncertainty budgets, using principals from the Guide to the Expression of Uncertainty in Measurement (GUM) ISO/IEC 98 or other appropriate guidelines. Support GVPM labs in the development of Measurement Uncertainty Analysis, Measurement System Analysis and Gage Repeatability and Reproducibility.

Provide Training on all aspects of the LQMS and the requirements of ISO/IEC 17025 to GVPM personnel and other Ground Vehicle Systems Center (GVSC) labs of which GVPM is a part of, as required. Compile data for, identify risk, and facilitate Management Reviews for GVPM laboratories. Initiate Corrective/Preventive Action Report (CAR) process and support labs with their root cause analysis and development of action plans. Provide Continuous Improvement support to laboratories though various means including; implementation of quality objectives and metrics, training and management reviews. Responsible for calibration budget identification and execution to ensure laboratories calibration needs are met. Primary with other departments, divisions, and organizations concerning GVPM quality and equipment. Performs analysis and identifies trends in the quality data, in-process checks, and recommends corrective actions and improvements when necessary. Performs additional duties and responsibilities as assigned.

Qualifications

The ideal candidate will possess:
  • Significant experience in Quality Assurance implementation and management for commercial/military ground vehicle research & development laboratories.
  • Significant experience in mechanical, electrical, thermal, and metrological fields.
  • Experience developing, implementing, achieving accreditation of, maintaining, inspecting, performing internal audits, and preparing for 3rd party audits of ISO 17025 compliant laboratories, including the Quality Manual, Policies, Work Instructions, and Standard Operating Procedures of the Quality Assurance Program.
  • A professional background in metrology and calibration, and experience both teaching and supervising the performance of technicians performing metrology and calibration.
  • A strong knowledge of measurement systems analysis, Gage Repeatability and Reproducibility, and measurement uncertainty application.
  • Knowledge and skill of effective group dynamics, and ability to serve on and coordinate the efforts of various committees, meeting attendees, and process teams.
  • Ability to effectively deal with a variety of people in formal and informal situations and define, develop, discuss, and coordinate resolution of difficult problems and issues.


Education and Experience
  • Bachelor's degree in engineering or a related scientific discipline plus at least 6 years of directly related experience or a Master's degree and 5 years of experience.
  • Project management experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology.
  • Strong orientation and a proven track record in the use of statistical techniques to characterize, prioritize, monitor and improve performance.
  • Excellent communication, presentation and interpersonal skills.
  • Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
  • Knowledge of the principles, practices, and procedures used in quality engineering.
  • The candidate must be able to obtain and hold a SECRET clearance.
