Job Description

HII Technical Solutions is currently seeking a highly motivated Program Plan Analyst to provide administrative, programmatic, and business operational support to line management in a variety of functional areas, which may include program/project financial tracking/reporting, quality assurance, deliverable tracking, procurement coordination, personnel onboarding, and other program/project planning and implementation activities, etc. The ideal candidate must be able to handle multiple efforts, have a keen attention to detail, and have strong verbal and written communication skills to adeptly coordinate with cross-functional teams and external stakeholders.

Huntington Ingalls Industries' (HII) Technical Solutions division is the newest part of the HII business and is the engine that is growing HII beyond shipbuilding. Our expert capabilities include intelligence, surveillance, and reconnaissance (ISR), military training, cyber and electronic warfare. The ideal candidate will help with team coordination to meet the goals and objectives of the HII Program Manager in support of the government customer. The ideal candidate must be able to handle multiple mission critical projects, submission of various reports, coordination with customers and stakeholders, and handle communication between diverse and geographically dispersed individuals.

Duties and Responsabilities:

Supporting the Program Managers, and other executive leadership, the candidate will perform the following types of duties:
  • Support the procurement process, which includes initiating and tracking related acquisition documentation and the corresponding required approvals (i.e., Request to Initiate Purchase (RIP), purchase requisitions, quote submissions, purchase orders, vendor invoices, etc.)
  • Set quality control standards and review work products for accuracy
  • Track deliverables submission
  • Support the creation of internal reporting presentations, as required
  • Assist with program/project financial planning, tracking, and reporting
  • Engage with customers, as directed, to support programmatic administrative activities (i.e., onboarding of personnel, submission of VARs, tracking COR approval, etc.)
  • Set up tools and standards for providing programmatic support to all programs in the Program Manager's portfolio
  • Identify and communicate to the appropriate Program Manager or executive leadership any issues that are impacting business operations across any functional area. Provide proposed resolution for the identified issues.
  • Support the tracking of risks and issues
  • Evaluate business processes, anticipate and define requirements, uncovering areas for improvement, develop and recommend solutions
  • Work closely, collaboratively and communicate effectively with all members of the functional support teams.
  • Perform additional duties and responsibilities as assigned.

Education & Experience:
  • Experience managing and coordinating multiple tasks
  • Experience participating in meetings to discuss project execution, schedules, technical performance, and providing recommendations for improvements, as appropriate
  • Experience providing recommendations and resolutions to office records, databases, procurements, and files, and developing documents pertaining to operational policies and procedures
  • Experience designing and preparing briefings and special presentations, and assisting in the creation of customized or special graphics, reports, and charts, to enhance communication effectiveness and mission support
  • Experience in organizing and gathering data, conducting analysis, preparing reports and organizing documentation without assistance
  • Strong written and verbal communication skills in the English language with specific emphasis on correct grammar within written documentation.
  • Strong attention to detail, with specific emphasis on ensuring that correct numeric values are applied in reports, procurement actions, budget documents etc. according to varying contractual requirements.
  • Ability to plan, delegate, organize, set timely goals and achieve measurable results
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint
  • Ability to thrive in a remote/virtual work environment

Desired:
  • Bachelor's degree
  • Five or more years in a program analyst position supporting a large and diverse portfolio of projects
  • Financial and/or accounting experience
  • Experience working with governmental contracts, regulations and reporting requirements at either local, state or federal level.
