Summary

HII - Technical Solutions Division (HII-TSD) is seeking a highly-skilled technical individual to join our team of professionals as an experienced Senior Program Manager (PM) to help pursue and manage ongoing and future work involving Systems Development Lifecycle (SDLC), Technology Transformation Services, Cybersecurity Support, Information Systems Support, and Solutions Architecture for one or more government customers. This person will have the availability to work in the Fair Lakes, VA office and remotely.

What you will do

  • Responsible for the overall day-to-day management, including personnel, of the specific Program(s)/Project(s)/Task Order(s) and ensuring that the technical solutions and schedules in the contract are implemented on time (invoices, deliverables, reports, ad-hoc requirements, risk mitigation, quality tracking, metrics and measures to address performance, assessments, and others as required).
  • Merges industry point of view with broad technical knowledge and mission understanding to generate value-driven solutions and approaches to solve Government customer challenges.
  • Continually works with government, corporate, and subcontractors and facilitates a positive working relationship and dynamic business/user needs.
  • Assesses issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Conduct monthly and quarterly program management reviews, demonstrating quality in performance, adherence to schedule, and achieving requirements at the proposed price.
  • Ensures achievement of financial, schedule, technical, and new business performance objectives.
  • Models and demonstrates strong leadership in ethics, safety, and security.
  • Single point of contact to Client referencing team performance and in meeting all requirements
  • Exact/detailed tracking of budget and ensuring submission of accurate and on-time invoices
  • Directs all phases of programs from inception through completion.
  • May be responsible for overseeing team execution across multiple locations.
  • May be responsible for the cost, schedule, and technical performance of programs.
  • Acts as primary contact for program activities, leading program review sessions with client to discuss cost, schedule, and technical performance.
  • Develops new business or expands services with the client.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Participates in or leads solutions architecture meetings related to new or existing opportunities with Government clients
  • Other duties may be assigned, as necessary.

What you must have
  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field
  • 8+ years of general IT experience working with both Government and commercial spaces
  • 8+ years of hands-on experience in a technical role
  • 5+ years of experience managing IT projects that involve systems development lifecycle, data transformation or cloud services
  • 5+ years of experience interfacing with senior leadership and directing complex initiatives in a government contract environment.
  • Demonstrated experience in developing successful technical solutions for large, complex Systems Development, Technology Transformation, Cybersecurity, Information System Support opportunities/proposal submissions for the US Federal Government.
  • Demonstrated experience in modern Software Development and Analytics tools, techniques, and AWS or Microsoft Azure cloud environments.
  • Broad knowledge of IT industry, as well as administrative requirements needed for project management, business administration, and human resources.
  • Experience as a senior manager responsible for management and oversight of all work performed by employees and subcontractors
  • Experience acting as a central POC with government customers, and have full authority to act on behalf of the contractor in performance of work
  • Experience in team building and mentoring staff to encourage career growth
  • Prior experience managing and/or participating in integrated teams including client and other third-party vendors including subcontractors
  • Current PMP Certification
  • ITIL best practices experience

Preferred
  • 15+ years of general IT experience working with both Government and commercial spaces
  • Strong technical breadth and depth in support of the government markets and in particular in ISR, intelligence, cyber, IT, maintenance and sustainment, and product lifecycle support.
  • Agile Project Management experience
  • Master's degree
  • Demonstrated proficiency in Microsoft Office Suite and Visio
  • Other technical certifications such as CSM, ITIL etc.
