Who We Are

HII-TSD requires an Operations Research Systems Analyst (ORSA) Subject Matter Expert (SME) to provide support to the Defense Intelligence Agency's (DIA's) Centers and Offices at Bolling AFB, Washington, DC. Specifically, this includes the following:

  • Provide strategic all source analysis products and assessments across multiple disciplines, including regional stability, foreign military and security forces, insurgent organizations, counterterrorism, and counterintelligence, to create high value actionable intelligence and warning products that meet Intelligence Community Directives (ICD) 203 and Intelligence Community (IC) standards
  • Provide strategic all source analysis products and assessments on foreign military and civilian infrastructures and the defense-related resources that underpin a nation's military capabilities including transportation, logistics, defense economics, energy systems, arms trade, defense industries, and the operational environment
  • Provide strategic all source assessments on foreign countries, foreign national C4I, Foreign Defense Cyberspace Intelligence (DCI), and Foreign Use of the Cyberspace Domain
  • Provide intelligence visualization, dissemination, and business analytic services to the analytic workforce consistent with standards developed by DIA
  • Specifically, the SME Operations Research Systems Analyst (ORSA) analyst designs, develops, and applies a variety of decision analytics, mathematical and statistical techniques, data mining, modeling and simulation, and other analytic methods combined with military and/or IC judgment to address operational and planning challenges to facilitate senior leadership decisions
  • Provides unique and timely analysis on a range of pressing, operationally focused issues using multi-source data in the context of inter-disciplinary techniques and methods

What you will do

Performs ad hoc and recurring business analytic support to include:
  • Business process mapping of intelligence-related activities
  • Performance measures of intelligence-related activities
  • Statistical analysis of intelligence-related activities
  • Process improvement analysis
  • Performs standing and ad hoc intelligence production, performance, and consumer usage statistical analysis related to the Defense Intelligence Online, SOURCE (DIA internal website), and IntelTrak capabilities
  • Conducts statistical analysis to measure production, performance, and usage of the services and products provided by DIA
  • Performs record keeping functions, ensuring all visualization and production activities such as visualization requests, product formatting metadata tagging, and dissemination are captured within the relevant database
  • Assists in monitoring efficiency of production activities, and in the data entry of production and usage information for the purposes of business analytics
  • Assists in the development, deployment, analysis, and communication of customer surveys


Minimum Qualifications

  • 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience
  • Demonstrate ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution
  • Demonstrate ability to develop concise, insightful, and comprehensive products for defense intelligence
  • Demonstrate ability to lead teams in researching multifaceted or critical problems. Provide guidance in selecting, designing, and applying analytic methodologies. Use argument evaluation and validated analytic methodologies to challenge differing perspectives
  • Clearance: Must posses and maintain a TS/SCI Clearance with CI/Poly


Preferred Requirements

  • Minimum 20 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years
  • Master's Degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education
