Job Description

Position Summary

Alion seeks a Cyber Subject Matter Expert (SME) to provide expertise in cyber offense and defense capabilities, doctrine, and policy. Additionally, the Cyber SME will provide expertise based on an understanding of cyber related technologies and technical environments. The Cyber SME will be a key facilitator for cyber related exercises, assessments, and operations and cyber technology insertion.

Responsibilities

  • Assist with engineering for systems to ensure proper end-to-end integration, technical insertion, resolution of system issues and operation of emergent and existing cyber-sensing and cyber operations capabilities.
  • Lead the design, testing and implementation of state-of-the art secure operating systems, networks, and database products.
  • Advise on cyber hardening for military weapon systems both legacy and new. The individual will provide technical expertise on security issues for all levels including architectures, firewalls, electronic data traffic, and network access.
  • Leads the implementation of new security solutions, and creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments.
  • Designs vulnerability assessments, penetration tests and security audits and provides recommendations for application design.
  • Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research.
  • Oversees development new systems, applications, and solutions for customers to include enterprise-wide cyber systems and networks.
  • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Recommends new architectural features into existing infrastructures, designs cyber security architectural artifacts, providing architectural analysis and relates existing system to future needs and trends.
  • Embeds forensic tools and techniques for attack reconstruction, provides engineering recommendations, and resolves integration/testing issues.
  • Participates in the creation and enforcement of enterprise security documents (policies, standards, baselines, guidelines and procedures). Maintains documentation, procedures and working instructions in accordance with DoD and service and/or COCOM guidelines.
  • Analyze logs and reports and interprets the implications. Participates in investigations into problematic activity and assists with plans for appropriate resolution.
  • Assists with proposals, including gathering facts, analyzing data and preparing project overview which compares alternatives in terms of cost, time, availability of equipment and personnel, etc.
  • Performs additional duties and responsibilities as required.

Required Education and Experience (Mandatory)
  • Bachelors (B.S or B.A) Degree in IT, Cyber security, or related discipline with a minimum of 10-12 years technical or cyber related experience . In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Cleared for TS Information and eligible for access to SCI by the CCF based on a single scope background investigation
  • Relevant experience within the last 12 months, in a DoD environment relating to IT and/or cyber, including cyber offense and defense related fields, along with related planning, training, or doctrine
  • Five years or more of relevant experience with one or more of the following Cyber subtasks: Cyber-Defense Testing, Cyber System Engineering, Cyber Dynamic Moving Target Defense Support, Cyber Mission Mapping and Situational Awareness, Cyber Readiness Testing and Assessments, Network Sustainment Operations Engineering Services, and Open Architecture Platform Support
  • Must have CISSP certification.

Desired Experience
  • Six years or more of DoD experience developing, editing, evaluating, and managing Cyber related technical documentation, to include DoD program material and doctrine.
  • Ten years or more of experience in a DoD environment relating to Cyber, including Cyber offense and defense related fields, along with related planning, training or doctrine.
  • Certified Ethical Hacker (CEH) Certification highly desirable.
  • Active TS/SCI clearance is desired.

Knowledge, Skills, Abilities
  • Demonstrated command of engineering of principles, methods, and techniques in data security and system development.
  • Advanced knowledge of secure operating systems as well as data security.
  • Effective customer and organizational level communication, presentation and interpersonal skills.
  • Must be able to travel across OCONUS and CONUS meetings and other events approximately 30% of calendar year.
