Recruitment Manager - Healthcare BPO Services
Role Summary
The Recruitment Manager for Healthcare BPO Services leads end-to-end recruitment of roles performing healthcare business process operations focused on Revenue Cycle Management (RCM) for US healthcare organizations. The role is accountable for hiring outcomes, quality of hire, candidate experience, stakeholder partnership, and operational discipline in a fast-paced environment supporting both volume and specialized hiring.
This role manages and coaches a team of Recruiters, partnering closely with local and global Talent Acquisition leadership to execute hiring strategies aligned with workforce priorities and growth plans.
Key Responsibilities
Recruitment Delivery & Strategy
• Own and deliver hiring outcomes for assigned RCM processes (e.g., Front-End / Back-End, Accounts Receivable, Collection/ Management, Patient Billing, Denial Management, Specialized Payer Programs, etc).
• Translate workforce plans and demand forecasts into executable sourcing and hiring strategies, including channel mix, pipeline sequencing, and hiring cadence.
• Drive strong qualification alignment and consistency for highly specialized roles with very specific qualifications (e.g., Hospital + Physician Billing exposure, end-to-end back-end RCM, AR / Denial Management, and program-specific payer exposure such as Medi-Cal when applicable).
• Ensure adherence to Optum hiring standards, compliance, and governance, including assessment rigor and process integrity.
• Ensure best-in-class candidate experience across screening, assessments, domain interviews, offer, and onboarding transitions
People Leadership
- Lead, coach, and performance manage Recruiters
- Build team capability through structured coaching, calibration, sourcing effectiveness reviews, and interview quality improvements.
- Drive engagement, productivity, and retention through clear goals, workload balancing, and continuous development.
Stakeholder Management
• Act as a trusted hiring advisor to operations leaders and HR partners; align on success profiles, screening criteria, and hiring trade-offs.
• Provide market insights on competitor pools and sourcing channels for talents specialized in healthcare BPO services and RCM
• Proactively surface risks (e.g., limited niche experience, assessment fallout, compensation constraints) and propose mitigation plans (pipeline expansion, re-profiling, academy/near-hire pathways).
Innovation & Operational Excellence
• Track and manage recruitment KPIs: on-time delivery, time to fill, quality of hire signals, candidate experience, hiring manager experience, and cost per hire.
• Drive continuous improvement using technology/AI where appropriate across sourcing, screening, and process controls.
• Partner with enabling teams (sourcing strategy, reporting, assessments, onboarding) to optimize hiring throughput and reduce funnel leakages.
Financial & Resource Management
• Manage recruiter capacity and workload distribution across requisitions and priority roles.
• Support cost-effective hiring strategies aligned with budget, demand, and workforce planning assumptions.
• Contribute to ramp planning and hiring delivery optimization to fill both volume hiring and niche roles
Qualifications & Experience
• At least 8 years total progressive recruitment/talent acquisition experience, within shared services, global capability centers, BPO/healthcare operations, and/or enterprise talent acquisition environments.
• At least 5 years of in-depth sourcing and recruiting experience for US Healthcare BPO & RCM
• At least 3 years of people leadership experience, managing 5+ team members
• Demonstrated understanding of candidate assessments for RCM roles, including where required: Exposure to Hospital and Physician Billing, end-to-end back-end RCM, Denial/AR management, and payer/program nuances (e.g., Medi-Cal)
• Proven ability to manage multiple requisition delivery, stakeholder alignment, and funnel health through data-driven decision making.
• Familiarity with electronic healthcare record tools i.e. Epic
• Bachelor's degree required; advanced degree preferred.

Work Arrangement: Hybrid
Working Hours: Flexible work hours but primarily between 1pm to 10pm Philippine time.
