About the Role

EMEA Mobility BizOps is hiring a Strategic Programs Lead, BizOps EMEA to help architect, scale, and land some of the region's most important cross-functional priorities. This role is ideal for someone who has mastered the fundamentals of Technical Program Management, but wants to apply those skills in a broader, more strategic, and more business-facing environment.

You will sit at the intersection of strategy, operations, data, and technical execution. Your mandate is to help EMEA BizOps evolve from informing business decisions to actively driving Uber's biggest priorities. You will ask bold questions, translate ambiguity into structure, and ensure that high-impact initiatives do not just get designed, but actually land across the region.

You will apply a dual-lens approach. First, you will act as a high-capacity peer to senior managers and functional leads, helping accelerate priority work already in motion. Second, you will build the operating frameworks needed to scale large, greenfield initiatives, including AI transformation, automation, and other high-impact programs. Ultimately, you will help BizOps create more leverage, unlock capacity, and influence the Mobility roadmap before it is fully formalized.

The ideal candidate is a truth-seeker with strong business judgment, high EQ, and rigorous analytical skills. You can walk into a complex, legacy operational process, understand the people and systems behind it, and then help rebuild it into something more scalable, measurable, and impactful.

1. Clean up the core. Deep dive into BizOps workflows to identify technical friction, operational debt, and opportunities to simplify how the team works. You will use strong business judgment to determine what should be automated, standardized, or redesigned to unlock capacity for higher-impact work.

2. Orchestrate Big Bet delivery. Own the end-to-end roadmap for large-scale initiatives such as AI transformation, automation, and other strategic programs. You will partner with functional SMEs, Strategy, Data Science, and Operations teams to define sequencing, manage trade-offs, and move complex programs from strategy into execution.
3. Drive adoption, behavior change, and last-mile GTM. Partner with BizOps leads to ensure that new tools, dashboards, processes, and operating models are adopted across EMEA. Whether it is an AI rollout, a new incentive dashboard, or an automation tool, you will support the GTM motion that turns great ideas into embedded ways of working.
4. Bridge strategy and technical execution. Act as a key interface between business needs and technical teams. You will help translate operational problems into clear technical requirements, pressure-test feasibility, and ensure that solutions are designed for scale across a complex region.
5. Scale and standardize what works. Prevent fragmentation by ensuring that solutions built for one market, pod, or use case can be reused across EMEA where relevant. You will build the connective tissue that helps BizOps operate more consistently, efficiently, and as one regional system.
6. Manage by exception. Proactively identify where adoption is lagging, tools are underused, or workflows are not delivering expected impact. You will diagnose root causes, surface what is not working, and partner with the right teams to fix it.
7. Act as a strategic interface. Support EMEA BizOps strategy sessions by translating high-level business priorities into actionable roadmaps, operating plans, and technical workstreams. You will help connect near-term execution with longer-term strategic bets.
8. Create leverage for the team. Serve as a senior IC peer to BizOps leaders, providing additional capacity, structure, and problem-solving power for the team's most complex cross-functional priorities.

---- Basic Qualifications ----

1. Bachelor's degree in Business, Engineering, Economics, or a related field.
2. 8+ years of experience in Technical Program Management, Strategy, Business Operations, Consulting, or a related field, ideally in a high-growth technology environment.
3. Demonstrated experience managing complex, cross-functional initiatives with high levels of autonomy and executive visibility.
4. Proven ability to turn ambiguous business problems into structured plans, clear roadmaps, and measurable outcomes.
5. Experience working with technical, analytical, and operational stakeholders across multiple teams or markets.

1. Generalist problem-solving toolkit: Proven ability to break down complex operational problems and turn them into clear, executive-ready narratives and action plans.
2. Technical fluency: You do not need to be an engineer, but you understand how technical systems are built. You can pressure-test feasibility, ask sharp questions, and ensure solutions are scalable across a complex region.
3. Change management expertise: Experience driving adoption of new tools, processes, or operating models in an operations-heavy environment, such as logistics, marketplaces, mobility, delivery, or global operations.
4. Truth-seeking mindset: A low-ego, objective approach to evaluating what is and is not working. You are comfortable surfacing hard truths while staying practical and optimistic about the path forward.
5. Influence and high EQ: Ability to act as a high-trust peer to senior leaders and influence stakeholders without direct authority.
6. AI and automation experience: Familiarity with LLMs, prompt engineering, automation, or digital transformation initiatives that have improved productivity, decision-making, or business efficiency.
7. Strong business judgment: Ability to balance speed, precision, and impact, especially when decisions affect multiple markets, stakeholders, or investment priorities.
