Strategic Programs Lead
About the Role
The APAC Special Projects & Governance team deliver high priority strategic programs across the Delivery Community Operations organization which is responsible for providing support operations for our diverse marketplace across Asia Pacific.
Based in Tokyo or Taipei, but working with teams in various markets across APAC, this role will lead key business priorities, leveraging project and stakeholder management skills to execute complex cross-functional projects to materially improve Uber's operations. You are the primary engine behind the region's technology roadmap and launches, operational governance, and its most complex cross-market experience and efficiency programs.
We are looking for a strategic lead to design and govern the operational framework for APAC Delivery CommOps. In this role, you will act as a trusted advisor to leadership, leveraging deep analytical rigor to guide high-stakes decision-making and regional strategy. You should be an expert at cross-functional orchestration, capable of aligning diverse stakeholders and translating complex operational data into clear, high-impact business cases. You are someone who can navigate a matrixed organisational structure, and effectively drive and deliver large-scale initiatives with executive presence and technical authority.
What You'll Do
- Cross-regional program management: Own and deliver complex, high-stakes regional programs, such as the North Asia Footprint Efficiency initiative (including AI-driven tools) and specialized support models impacting courier earnings.
- Thought-partner to market leaders: Serve as a short-term deep-dive expert for market-level teams, solving ambiguous problems that require both a high level strategic view, and operational feasibility analysis.
- Strategic planning & Scorecards: Own the build and tracking of regional scorecards and OKRs, ensuring that local market performance is visible and aligned with global financial and operational targets.
- Tech advocacy & roadmap influence: Fluency in tech and product details, and act as the tech advocate for APAC, across all our markets and personas. You will provide directional input into global tech plans, and build regional business requirement cases to ensure APAC's unique market and tech needs are prioritized on the global roadmap.
- Regional operational ownership: Lead the end-to-end execution of the APAC "Strategic Rhythm," including the facilitation of MBRs, QBRs, and team Town Halls.

Basic Qualifications
- Experience: Deep experience in Strategy, Program Management, Product Operations, Strategic Operations, or a high-growth tech environment.
- Structured problem solving: Highly structured and detail-oriented, with the ability to pivot between high-level regional strategy and "deep-dive" technical troubleshooting.
- Analytical rigor: Strong data competency with a deep understanding of ROI, testing and measuring success, investment trade-offs, and performance levers.
- Stakeholder management: Success in navigating a complex, matrixed organization, with the ability to influence both local market leads and global product owners.
- Operational governance: Experience designing and scaling business planning processes, regional operating rhythms (MBRs/QBRs), and performance scorecards.
Preferred Qualifications
- Product and Tech building: Proven track record of partnering with Product and Engineering teams to translate operational pain points into structured technical requirements. Strong understanding of the external tech landscape, specifically regarding AI-adoption (LLMs), automated translation tools, and customer operations ecosystems.
- Advanced analytics: Proficiency in SQL and data visualization tools (e.g., Tableau, Looker) to build and maintain regional scorecards and automated reporting.
- Regional strategic depth: Demonstrated ability to own and execute major cross-border programs (e.g., footprint strategy, market efficiency reviews)
