Sr. Technical Program Manager (Employee & Labor Relations)
About the Role
The Sr. Technical Program Manager will lead cross-functional initiatives to strengthen the Employee & Labor Relations (ELR) organization's data, systems, and technology ecosystem. This role serves as the bridge between ELR, People Tech, Engineering, and other technical partners. You'll help modernize and connect ELR's case management and reporting infrastructure-enabling smarter analytics, automation, and AI-driven insights that enhance employee experience and operational excellence across Uber. While you won't code or engineer systems directly, you'll own the program strategy, execution, and governance of technical projects that ensure our People data systems are reliable, compliant, and scalable.
What the Candidate Will Do:
Deliver and Improve ELR Technical Programs:
- Manage cross-functional projects that enhance ELR's case management, reporting, and analytics systems.
- Partner with People Tech, Engineering, and Compliance teams to define requirements, deliver solutions, and drive adoption across the global ELR team.
- Modernize ELR's data infrastructure by integrating new data sources and improving workflows, tools, and reporting processes.
- Track key metrics on data quality, adoption, and delivery to measure impact and identify opportunities for continuous improvement.
Advance Data Strategy & Tools:
- Translate ELR reporting and compliance needs into scalable system solutions using Tableau, Oracle, and data warehouse platforms.
- Build and maintain dashboards and automated workflows that improve visibility into case trends and program metrics.
- Lead proof-of-concept projects to test and recommend emerging technologies (e.g., AI tools such as Gemini Gems, automation, or data enrichment).
Basic Qualifications:
- 5+ years of experience in program management or technical program management, leading cross-functional data or systems initiatives.
- Strong understanding of data infrastructure, integrations, and visualization tools (e.g., Tableau, Oracle, data warehouses, APIs).
- Demonstrated ability to collaborate with engineering, data science, or analytics teams to translate business needs into scalable technical solutions.
- Proven success managing multiple programs simultaneously with clear governance and stakeholder communication.
- Strong problem-solving, prioritization, and analytical skills with attention to detail and data accuracy.
- Bachelor's degree or equivalent practical experience.
Preferred Qualifications:
- Experience with People data systems, HR technology, or employee relations operations.
- Familiarity with AI and automation tools (e.g., Gemini, ChatGPT, or internal AI frameworks) and their application to analytics or reporting.
- Working knowledge of SQL, Python, or BI tools for data validation and analysis.
- Experience with Agile methodologies and project tools such as Jira or Asana.
- Excellent written and verbal communication skills, including the ability to translate technical complexity into business-aligned insights.
For Chicago, IL-based roles: The base salary range for this role is USD$162,000 per year - USD$180,000 per year.
For New York, NY-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
For San Francisco, CA-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
For Seattle, WA-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
