Senior Opinion Research Manager
About the Role
As the Senior Opinion Research Manager, Policy & Communications, you will lead opinion research to inform Uber's policy positioning in the US. Your primary responsibilities will include designing a research agenda to understand regulatory and political threats, risks, and opportunities, and synthesizing your findings to provide strategic guidance to cross-functional teams around policy strategy and messaging. Your work will have visibility at the executive leadership level.
We are seeking a candidate with a strong background in political opinion research, including experience with both qualitative and quantitative methodologies. Additionally, you should have proven experience synthesizing polling results to inform campaign or political messaging strategy. Strong communication and prioritization skills and executive presence are also critical.
To excel in this role, you will need to stay current with top regulatory concerns, monitor the state of public opinion on how Uber and the industry is perceived on those issues, and strategize with cross-functional teams to map out Uber's tactical and long-term policy strategy. You will also be expected to anticipate potential issues before they become regulatory threats, and provide valuable insights and message positioning to help elevate Uber's reputation amongst key stakeholders.
You may be a good fit for this position if you have experience in political campaigns (including ballot measures) - as a campaign manager, communications director, or strategist - or experience in public opinion polling, political or public affairs research, or as a political chief of staff.
What You'll Do
- Lead strategic opinion research on topics related to Uber's regulatory threats and opportunities across the US - at the national, state and local level.
- Partner with cross-functional teams to translate internal business and policy objectives into a research agenda.
- See around corners to anticipate upcoming policy issues, and leverage polling among the general population, Uber customers, and policy elites to proactively develop Uber's policy positions.
- Independently design research objectives to inform strategy on policy and regulatory issues, including hiring polling firms and managing external research vendors, for both public-facing and internal-facing use. Balance quick-turn and ongoing opinion research with message testing and novel approaches of your own design.
- Synthesize themes from the research you conduct into actionable recommendations for executives and cross-functional teams.
- Educate the Uber public policy team and executives on new and emerging trends, and new developments in the public discourse around threats to Uber's business.

Basic Qualifications
- 10+ years experience working on polling, politics, and campaigns
- Bachelor's Degree
- Advanced understanding of quantitative and qualitative public opinion research methodologies and analysis.
- Experienced, strategic thought partner to political decision makers, who drives engagement and influence.
- Strong organizational and prioritization skills, and the ability to synthesize and distill information from multiple sources.
Preferred Qualifications
- Deep understanding of the regulatory environment around gig economy policy issues at the US state and city level.
- Experience working on political or advocacy campaigns at US state and city levels, as a political pollster, or as a political chief of staff.
- Experience as a strategist or researcher for a think tank, advocacy group, private company, or other organization that works to influence public policy.
For New York, NY-based roles: The base salary range for this role is USD$186,000 per year - USD$207,000 per year.
For San Francisco, CA-based roles: The base salary range for this role is USD$186,000 per year - USD$207,000 per year.
For Washington, DC-based roles: The base salary range for this role is USD$186,000 per year - USD$207,000 per year.
