Program Manager, TA Enablement (Instructional Design & Delivery Innovation)
About the Role:
Uber is moving fast, and our Talent Acquisition (TA) team needs to move even faster. We aren't looking for a traditional trainer to check boxes; we need a Program Manager who can build the engine that powers our global recruiting machine. This role is about turning high-level strategy into the practical, high-quality learning experiences that help our recruiters, sourcers, and coordinators win.

What You'll Do:
- Build and Scale: Design and deliver end-to-end enablement programs for TA audiences that translate complex recruiting priorities into actionable, role-relevant learning.
- Navigate Complexity: Manage cross-functional execution, timelines, and dependencies across multiple global stakeholders, often with evolving requirements and shifting priorities.
- Modernize Content: Pilot and scale AI-enabled approaches to content creation and knowledge access, moving us away from one-off training toward scalable, repeatable models.
- Unblock Performance: Identify gaps in recruiter workflows and build performance support experiences that are practical, measurable, and easily accessible in the flow of work.
- Iterate with Urgency: Measure program effectiveness through hard data and direct feedback, ruthlessly optimizing or sunsetting content that doesn't drive results.
- Collaborate through Tension: Partner closely with TA leaders and operators to align on what "good" looks like, navigating competing interests to land on the most impactful solutions.
Basic Qualifications:
- 4+ years of experience in program management, enablement, learning design, or a related field.
Preferred Qualifications:
- Experience designing and delivering enablement or training programs within a large-scale or global environment.
- Strong grounding in instructional design principles and adult learning theory.
- Proficiency in managing complex project timelines and cross-functional dependencies.
- Experience moving from manual, one-off training models to automated or scalable enablement systems.
- Prior experience supporting Talent Acquisition, Sales, or Operations teams.
- Familiarity with AI-enabled learning tools, automation, or modern knowledge management systems.
- A proven track record of delivering results in high-ambiguity environments where priorities change quickly.
For New York, NY-based roles: The base salary range for this role is USD$114,000 per year - USD$127,000 per year.
For San Francisco, CA-based roles: The base salary range for this role is USD$114,000 per year - USD$127,000 per year.
For Seattle, WA-based roles: The base salary range for this role is USD$103,000 per year - USD$114,500 per year.
