Program Manager II, Tech
About the Role
We are seeking a highly experienced Program Manager, Quality Assurance, to join the Uber AI Solutions (UAIS) QA team. For over a decade, our QA organization has been instrumental in ensuring the quality of Uber's critical products. We are now expanding our mission, leveraging this deep expertise to help external partner companies launch defect-free products and significantly reduce their QA cycle times.
This role requires a unique blend of technical QA mastery, strategic vision, and client-facing skills. You will be one of the key custodians of quality, responsible for managing the full lifecycle of testing (both manual testing and automation) and production bug management for both internal Uber products and our new external customers.
What you will Do:
- Go-to-Market (GTM) Strategy: Work closely with the Sales team to act as the primary technical QA expert, pitching our advanced testing capabilities and service offerings to prospective clients.
- Customer Engagement & Conversion: Lead the execution and delivery of successful product testing pilots with external prospects, playing a critical role in converting these engagements into full-time Managed Service contracts.
- Solution Architecture: Understand the core pain points and quality gaps of our customers, and strategically gauge the best possible solution-leveraging both internal UAIS QA frameworks (both manual testing and automation) and industry-leading external tools-to solve their problems.
- Quality Leadership: Lead the development, implementation, and continuous improvement of product testing strategies across both internal Uber products and partner company deliverables.
- Operational Oversight: Provide strategic and operational leadership for end-to-end testing, release quality, and production bug management processes across complex application ecosystems.
- Framework Development: Define and execute complex testing and quality assurance frameworks, ensuring all Uber and client products maintain the highest quality standards. The framework should help us to seamlessly test for both AI and non-AI products.
What you will Need:
- 8+ years of experience in program management and client management as a QA manager are required.
- QA Expertise: Solid, deep understanding of the entire QA lifecycle (both manual testing and automation), including functional, non-functional (performance, security), and acceptance testing required for various product types (web, mobile, AI/Agentic).
- Automation Platforms: Proven, hands-on experience working with industry-leading low-code/no-code test automation platforms and successfully using them to address gaps in product quality and accelerate development cycles.
- Program Management: Demonstrated success in a Program Management role focused on quality or engineering processes, with the ability to manage complex cross-functional projects.
- Strategic Acumen: Ability to transition between strategic planning (defining long-term quality vision) and operational execution (managing daily testing challenges).
- Client Communication: Exceptional presentation, negotiation, and written communication skills, necessary for pitching services and translating technical needs into business value for external clients.
- Vendor Management: Demonstrated experience successfully collaborating with and managing external vendor teams or third-party service providers to deliver QA services or product solutions.
- Global Flexibility: Willingness and ability to travel (domestic and international) as required to support client engagement and delivery. Must be flexible to adjust shift timings to align with global customers and time zones.

- Experience utilizing leading test automation tools such as TOSCA and TESTIM.
- Direct experience partnering with AI Engineering teams to test and successfully launch AI/Agentic products.
- Experience in managing the end-to-end financial budget of a large-scale program or QA vertical.
